  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: TELECOMM NETWORK SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in electronics, electrical engineering, information and computer science, or business administration specializing in information systems management or related field.
    Experience: Six (6) years of responsible professional work experience in telecommunication network planning, designing and installation including WAN and LAN networking technology planning & implementation and information technology application development, implementation & management, of which two (2) years shall have been in an education agency, program or system.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
    Knowledge of: Basic principles, theories and practices of information technology, operation and management of computing and networking systems, computer and network security, telecommunications network planning, designing, installation for voice, data and video applications; understanding of telecommunication network installation and operation, EIS/TIA telecommunication cabling and pathway standards; understanding of internet protocols, services and technologies; principles and practices of supervision; laws, rules and regulations and administrative procedures applicable to the area of assignment.
    Knowledge Desirable: Understanding of Wide Area Networking Standards and Protocols, Network Operating System Standards, and Internet Standards and Protocols, Internet Services, Network Management Standards and Protocols , Video Network Standards and Protocols.
    Ability to: Perform the full range of information technology and telecommunication services in areas of assignment; communicate effectively with others both orally and in writing; operate telecommunication, computer and other business equipment; maintain awareness of developments in telecommunications technology.
    Skills/Abilities Desirable: Provide training for school staff and students in the use of technologies to enhance learning.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Telecom Director of the Enterprise Infrastructure Services Branch, the Telecomm Network Specialist II:
    1. Manages the installation of the Department's WAN for data, video, and voice for all remote school/office sites and central communications center sites in accordance with school technology plans, industry/building standards, and department requirements; manages daily operations of the networks and telecommunication network services provided by telecommunications service providers and product vendors. Oversees performance of the Internet backbone access network through the commercial network service provider; plans, manages, and maintains the statewide backbone networks such as the State's Institutional Network (I-Net) in coordination with other state agencies.
    2. Provides recommendations for network design implementations based on school's curriculum and instructional goals/objectives. Designs and develops Department-wide project plans for implementation, upgrade, and enhancement of the WAN for data, video and voice. Provides instructional resource services to schools and develops training materials related to planning and operating telecommunications networks. Analyzes emerging telecommunications technologies and services to inform schools of possible use for achieving their instructional/administrative objectives. Evaluates performance of existing networks to develop plans for improvements, upgrades, and enhancements to meet the schools' educational needs relating to the implementation of technology applications that improve student performance and administrative functionality.
    3. Manages the Department's enterprise wide area network management systems for data and video to support acceptable network performance, network control and management of multi-vendor network systems. Coordinates, plans, and implements telecommunications projects and network activities with other state agencies for the shared network with other state agencies.
    4. Prepares and administers the budget for the unit. Evaluates telecommunications hardware, software and services. Develops specifications for competitive bidding and participates in evaluation of bids and selection of appropriate vendors and network transport service providers. Provides the Department direction and intercedes on E-Rate issues and objectives.
    5. Plans, installs, and supports internet working connections between the school LAN and the WAN for school access to the Internet and the Intranet. This includes the setting up and support of Internet services such as DNS, NAT, DHCP, Network Security System, Network Management System, etc.
    6. Participates in establishing, reviewing, and updating the Department's networking policies, standards, and procedures for the installation and operation of telecommunication networks, including connectivity for WAN, video and data networks. Develops network performance standards and test procedures to evaluate network service providers' service level and network produces to ensure effective network performance and proper operations. Develops procedural manuals, guidelines, and practices necessary for successful implementation and operations of the telecommunications systems.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $93,564 to $132,447. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $93,564.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
