  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: PLAN/EVAL DIRECTOR (MIDDLE SCHOOL DESIGN)
    Training: Graduation from an accredited college or university with a master's degree in education or with specialization in one or more fields appropriate to the areas of assignment.
    Education Desirable: Master's degree in business, economics or a similar field. Coursework in public policy, public administration, law, administration, research, statistics, measurement or evaluation.
    Experience: Nine (9) years of responsible professional work experience in education of which four (4) years shall have been in teaching and five (5) years in educational testing and measurement and/or education evaluation.
    Experience Desirable: Responsible professional experience in the closely related specialized areas of educational policy, planning, and/or research including two (2) years of supervision of professional personnel.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; principles of learning and individual differences; educational statistics; theory of measurement and evaluation; design and evaluation procedures in educational research; research developments, trends and current issues or problems pertinent to subordinate program areas; laws, rules, regulations and administrative procedures pertinent to subordinate program areas; principles and practices of supervision and management.
    Knowledge Desirable: Best practices in project and program management; Department organization, working relationships between schools, complexes and state offices; current Department initiatives in instructional and operational domains; state and federal reporting requirements and systems; high level process analysis and design; systems change, thinking and improvement; educational reform strategies; organizational development; test and measurements curriculum design and development; planning methodologies; program and fiscal evaluation; principles and practices of public administration and state budgeting; trends and current issues and methodologies for continuous improvement such as design thinking or improvement science.
    Ability to: Plan, organize, direct and coordinate planning, evaluation, and grants management programs; deal effectively with federal, state, departmental and other officials to accomplish program goals and objectives; operate computer and other business machines; maintain awareness of developments pertinent to subordinate programs.
    Skills/Abilities Desirable: Apply expertise in policy development and analysis, planning and evaluation directly or in partnership to ensure the successful development, implementation and review of complex Departmental initiatives; exercise discretion and sound judgment in carrying out assignments independently; manage and organize multiple projects in a complex and dynamic environment and complete work within established time constraints, departmental budget, and fluid administrative conditions; establish and maintain effective working relationships with shareholders; exhibit high intellectual standards and integrity; use Microsoft Office (or like) tools effectively; facilitate innovation, achieve results, communicate complex topics or data effectively to a variety of audiences and in a variety of modalities; plan, direct, manage, and evaluate large-scale strategic initiatives; organize and lead teams and supervise individuals; provide or facilitate training or professional development.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Assistant Superintendent of the Office of Strategy, Innovation & Performance, the Plan/Eval Director (Middle School Design):
    1. Directs, develops, promotes, supports and evaluates the Department's approach to middle school innovation to achieve strategic plan goals and objectives for educational improvement and student achievement -- including innovations at the school, complex and state levels for teaching and learning -- through activities such as facilitation, design, training, resource development, analyses and collaboration.
    2. Directs and supports the internal performance management as well as continuous improvement processes associated with Department priorities including, but not limited to, the strategic plan. Communicates status of the Department's progress on priorities and goals. Evaluates critical departmental strategies, program objectives and results. Actively participates in the Secondary Principals' Forum.
    3. Leads strategic direction and policies for middle school education in support of educational improvement and student achievement. Coordinates analyses, application, and communication about local and national educational trends and outcomes focused on middle school. Keeps abreast of and applies knowledge of best practices, research, policy and procedures related to middle school education.
    4. Facilitates collaboration of state, complex, school and other stakeholders with national and local organizations including, but not limited to, conferences, meetings and convenings related to teaching and learning approaches for young adolescents and professional development for educators. Serves as the Department liaison for organizations focused on middle school education.
    5. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-10, $106,033 to $150,102. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $106,033 .
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
