POSITION TITLE: Assistant Superintendent of Elementary OR Secondary Education

Position Note: The position is being advertised as “either or” because the district will move from a one assistant superintendent model to two.  The present assistant superintendent is certified/qualified to be either elementary or secondary, thus the district will be selecting the new individual based on talent, whether that be on the elementary or secondary side.

Primary Function: As a Leader within the Executive Cabinet Team, Supervise, Directs, coordinates, promotes and supports the development and implementation of a district-wide system of innovation and student engagement that includes all aspects of the organization which results in improved student achievement.

Directly Responsible To: Superintendent

Supervises: Either K-5 Principals or 6-12 Principals; All Certificated and Classified Team Members in the Curriculum, Instruction, Assessment & Professional Development Department.

Assigned Responsibilities:

  1. Oversees the development of a clear vision for the CIAPD Department and either K-5 or 6-12 academic programs.   In tandem with the Associate Superintendent, works collaboratively, creatively, and productively to improve student engagement, student innovation, and student achievement through the school district’s Strategic Plan.
  2. Provides direction and oversight of either K-5 principals or 6-12 principals; facilitates meetings with the aforementioned groups that focuses on principal leadership and learning that translates into school-level  and measurable action plans.
  3. In collaboration with the Associate Superintendent, directs the design and implementation of an innovative educational system with active involvement of district-wide administrators and applicable stakeholder groups.  This includes, but is not limited to, Marzano’s High Reliability Schools framework.
  4. Ensures that innovative applications and pilot programs are measured and monitored to ensure that student engagement and achievement are improving.
  5. Collaborates with Human Resources Director and Business Manager to ensure that there is transparency between expected deliverables and alignment of staff/resources to support student engagement, student innovation, and student achievement.
  6. Researches emerging practices and programs within and outside the educational arena that personalize learning for students and educators that improve student engagement, student innovation and student achievement.
  7. Demonstrates competency in data analysis in concert with communicating learning expectations to various groups that informs instruction.  Has the ability to clearly communicate how achievement gaps can/will be closed.
  8. With oversight of the CIAPD Department, provide professional development to educators on innovative practices and programs that will improve student engagement and student achievement.
  9. Regularly communicates with internal and external district stakeholders on progress of deliverables.
  10. Presents updates to the School Board(s) regularly on the status of the design and implementation of an innovative system.
  11. Other duties as assigned.

Minimum Qualifications:

  1. At least ten (10) years of increasing responsibility in teaching and administrative experiences in education
  2. Experience as a site principal required and district-level leader preferred
  3. Can lead a complex organization through a fluid process of rapid change as it relates to desired outcomes
  4. Knowledge and experience with emerging innovations in the public and private sector that translate to student success in a public school context
  5. Knowledge of statutory and regulatory requirements in area of responsibility
  6. Knowledge of national, state, and local educational goals, initiatives, and objectives
  7. Experience supervising, evaluating, and supporting employees, both certified (Mazano Framework) and classified
  8. Experience as a collaborative and effective communicator and facilitator for partnerships (writing, speaking, listening, networking), public speaker, and presenter
  9. Knowledge of measurement and monitoring systems
  10. Experience using data to inform instructional and departmental decisions
  11. Experience working productively with Employee Association groups
  12. Valid Superintendent administrative credential
  13. Ability to demonstrate knowledge and understanding of Federal and State regulations relative to public schools
  14. Completion of Master’s Degree in Educational Leadership

Salary Range: Commensurate with experience and education

The Grand Forks and Grand Forks Air Force Base Public School Districts work together in a unique arrangement to serve over 7,400 students who attend schools in the two communities. Eleven hundred people are employed, including nearly 700 teachers and 400 support and administrative staff. Two grades 9-12 high schools, one alternative high school, three grades 6-8 middle schools, 11 elementary schools, one combined elementary and middle school, and one Head Start Program comprise the arrangement of the schools.

The schools of the two districts expect and receive strong performance from the students. This is possible because of a rich curriculum design led by highly qualified teachers - 65% have master degrees and beyond. Parent and community support is strong and very instrumental in the success of the schools. Emphasis is given to lower class size, curriculum, staff qualifications, and student achievement.
