Description of Position:

We are currently recruiting for two Education Associate positions in the Title Programs and Grant Support workgroup. These positions will be responsible for the programmatic and fiscal management of federal and/or state programs, such as Title II Part A, Title IV Part A, State Curriculum and Professional Development, or the Opportunity Grant. The Education Associates are responsible for the creation of technical assistance resources reflective of state and federal statutes and provide technical assistance supports to local education agencies (LEAs). These positions will be involved with the sub-recipient monitoring process to assess compliance with requirements and to provide supports in enhancing program outcomes that lead to improved student outcomes. Working in collaboration with department staff with similar program responsibilities, these positions will also work in tandem with LEAs, department staff, and stakeholders to ensure the successful implementation of Delaware's Every Student Succeeds (ESSA) State Plan.

In addition to programmatic work, one position will be responsible for the successful management of the eGrants application system for competitive and formula funding.

Major Responsibilities:
  • Manage the programmatic and financial aspects of various federal and state programs;
  • Develop and implement processes and practices to fulfill commitments of Delaware's ESSA State Plan
  • Provide assistance to the Title Programs and Grant Supports Director to ensure federal and state requirements are met for workgroup assigned initiatives;
  • Represent the Department at committees, conferences, workgroups, and related meeting;
  • Provide recommendations, including rationale, for policy and process development and/or changes to improve regulatory compliance controls and integration of federal and state requirements;
  • Develop budget plans and manage financial expenditures in accordance with federal, state, and agency regulations, policies and procedures;
  • Provide accurate and timely responses to monitoring and/or auditing requests from funding agencies; including developing corrective action plans if needed;
  • Collaborate with and provide technical support to Department staff to ensure compliance with federal and state statute;
  • Develop and prepare operational and statistical reports for management and regulatory agencies;
  • Manage and direct the content of the LEA funding applications, training materials, and technical assistance documents in collaboration with the other federal programs within the Department;
  • Respond timely and accurately to LEA inquires, requests for assistance, and resolves non-compliance issues;
  • Develop and provides programmatic and financial resources aligned to governing statutes for LEAs;
  • Actively participate in developing and managing LEA monitoring activities; which includes creating monitoring protocols aligned to governing statutes, establishing yearly monitoring schedules, working in collaboration with other department staff to conduct both on-site monitoring visits and desk audits, developing corrective action plans and time frames, reviewing completed protocols for accuracy and alignment to documentation, and issuing final dispositions;
  • Review LEA funding applications, provide assistance to address areas of non-compliance and provides individualized technical assistance to improve application quality for the proceeding funding year; and
  • The Education Associate responsible for eGrants will work in collaboration with Department staff to ensure the successful management of eGrants, the web-based plan and funding application system utilized by the department to distribute formula and competitive fund; to approve LEA indirect certification plans; and to provide planning tools for individual school buildings;

Essential Qualifications and Skills

Education:


Minimum qualifications include a Bachelor's degree in education, public administration, business administration or a related field. Master's preferred in a relevant field from an accredited educational institution.

Experience:

  • A minimum of five years of experience with federal programs.
  • A minimum of five years of project or program management experience including developing and executing contracts and budgets and ensuring deliverables are met within budget and on time.
  • Knowledge of the Delaware Code, rules, and regulations and/or the Elementary and Secondary Education Act as amended by the Every Student Succeed Act
  • Experience developing and delivering technical assistance for diverse programs.

  • Demonstrate the ability to meet deadlines and manage time effectively with the highest degree of accuracy, while working in an environment of fluctuating priorities and frequent interruptions

    • Technical accuracy, concise style, and exemplary discernment of documented information
  • Technology proficient with Microsoft Office Suite and computerized financial systems
  • (Preferred) Demonstrates considerable knowledge of LEA and school finance, budgeting, and fiscal processes as it relates to state and federal programs

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
