Director of Finance

Supervises and manages the school Finance Department which includes responsibility for payroll, procurement liaison with County Purchasing Department, accounting for all funds.  Responsible for planning, leading and overseeing financial functions of the school division to include accounting, payroll, student activity funds, and grants functions in order to ensure that public funds entrusted to the school division are utilized effectively. Develops, directs, and recommends policies, practices, plans, procedures, and activities for all areas of responsibility to ensure that all fiscal issues and financial support services are conducted in accordance with applicable laws and regulations. 
Essential Job Functions:
  • Manages the fiscal and accounting functions, with authority for managerial and operational accounting, financial reporting, and fiscal policy interpretation. 
  • Directs the preparation of financial reports for various officials, fulfills financial reporting requirements including federal and state requirements, and supervises compliance management. 
  • Administers, controls, and/or certifies all school activity fund statements and transactions.  Responds to local school and division-wide financial audit reports and associated management letters as single point of contact for school division.
  • Directs functional areas to include division payroll, Appomattox Regional Governors School payroll, grants and contracts, petty cash, accounts receivable, cash receipts, accounts payable, procurement, fixed assets, record retention, school activity accounting, risk management, general accounting and financial management/reporting. 
  • Acts as the team lead in procuring and implementing financial, HR/payroll software systems for schools and division-wide operations.
  • Supervises and evaluates finance staff, determines and prioritizes staff responsibilities to effectively meet the financial requirements of the organization.  Provides technical assistance to schools, departments and staff.  Develops and implements administrative policies and procedures for the organization. 
  • Ensure that financial/accounting systems' data are timely and accurate.
  • Propose and administer long-range financing plans.
  • Enhance fiscal policies and procedures for the school and ensure adherence.
  • Provides accurate and timely forecasting of revenues from all sources and the realistic projection of expenditures.
  • Conducts continuing examinations of policies, procedures, and practices in accounting and payroll, working with area supervisors to find and implement efficiencies.
  • Performs other work as assigned.

Qualifications: Must understand large, complex local school division operations. Ability: to interpret federal, state laws and county/school policies and procedures; to analyze management, policy, operational, and fiscal issues and make sound recommendations for solutions; to establish and maintain working relationships throughout school division and local government and be able to express ideas effectively, both orally and in writing. Considerable knowledge: of payroll, grants management, and student activity funds; of federal and state policies and procedures for financial management and reporting.  Demonstrated ability to supervise the work of other professionals, government officials and their staffs; to communicate effectively, orally and in writing. Strong leadership, supervisory and management skills. High-level of critical thinking and problem solving skills. Ability to organize and prioritize work. Ability to work under stress and adapt to stringent deadlines to provide accurate financial reporting. Ability to research, compile, analyze, and evaluate extensive amounts of data in order to identify trends and projections. Discretion in handling confidential/sensitive information. Comprehensive knowledge of financial management principles, fund accounting, and Generally Accepted Accounting Principles. Working knowledge of Virginia Public Procurement Act. Knowledge of data extraction procedures, spreadsheets, and financial systems.
Requirements:
A degree in Business Administration, Accounting, Finance or a related field. Valid VA. Driver's License. MBA and/or CPA is preferred.  Extensive experience in a senior level financial management position, preferably in public education is preferred. Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
 
This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
