SALARY RANGE:              In Accordance with RCBOE Salary Schedules

TERMS OF EMPLOYMENT:      Work Year - 12 Months

SUMMARY DESCRIPTION:

Under the direction of the Superintendent of Schools, the Associate Superintendent for Curriculum, Instruction, Assessment and Technology provides leadership in the development, implementation, evaluation, and coordination of curriculum instruction and assessment (P-12). The Associate Superintendent oversees the instructional programs including all Curriculum including PreK and CTAE, Technology, Student Services, Specialist Education, Title I, Professional Learning and Accountability and activities in all schools including organization and administration, supervision, teaching effectiveness, school improvement planning process, professional development, and student performance.

PERFORMANCE RESPONSIBILITIES:  (Asterisk for essential job duties.)

Provides oversight, directions and evaluation for the implementation of the District’s Strategic Plan and System Goals. (*)

Develops and leads the district instructional planning and implementation processes. (*)

Oversees and coordinates the preparation and administration of the budgets for assigned areas in compliance with established Local, State, and Federal policies and regulations. (*)

Develops a plan for continuous improvement in the quality of school instruction by all certified educators of the District. (*)

Develops and implements curriculum to prepare students for academic and career success. (*)

Plan and coordinate the curriculum development process for all curriculums.

Oversees the personnel evaluation system for employee effectiveness. (*)

Oversees district student assessment system including psychological and academic testing of students for state, local and individual student needs. (*)

Ensures compliance with all federal grants and programs including Title I, Title II, Title III, and all other federal grants. (*)

Oversees and aligns the efforts of curriculum and instruction services to reflect horizontal and vertical continuity and articulation of the P-12 instructional program throughout the system. (*)

Provides direction, goal setting and support for all curriculum unit planning, development and revisions.  (*)

Develop, implement, and supervise all curriculum and instruction and student services policies and procedures. (*)

Develops and implements professional growth opportunities for all certified educators of the district. (*)

Provides a communication model for instructional staff to better serve the schools. (*)

Develop, implement, and supervise staff professional development to be aligned with all district curriculum initiatives. (*)

Coordinate all curriculum units to converge all resources and create cohesive strategies in the curriculum alignment process. (*)

Ensures the development and implementation of all Special Education IEPs, Section 504 Plans and RTI processes. (*)

Develop, oversee and evaluate school system plans for federal programs, curriculum development, professional development, instructional material adoptions and course additions, minority achievement, and state standards and accountability. (*)

Creation of strategies for achieving specific milestones of success set by the Board of Education and the Superintendent. (*)

Ensures utilization of technology innovations that improve student achievement.

Works collaboratively with Human Resources on the professional development of all educators to ensure staff is highly qualified and highly effective. (*)

Initiate collaboration with other state and local agencies to share resources that enhance the educational community’s learning environment. (*)

Collaborates with colleges and universities to ensure student access to dual enrollment and other P-20 initiatives. (*)

Collect and analyze survey data, regulatory information, and data on demographic and employment trends to forecast enrollment patterns and curriculum change needs, enrollment projections and planning attendance zones. (*)

Directs and supervises all aspects of the national, state, and local testing programs, and all other District initiated student assessment programs such as benchmark testing, gifted testing, student learning objections, psychological evaluations and behavioral analysis and any other assessment initiatives. (*)

Overseas the implementation of school counseling, school climate initiatives and support services including nurses and social workers. (*)

Directs the design, implementation, and reporting of formal evaluations of school district programs. (*)

Directs and coordinates the preparation of research studies, analyses, evaluations, and reports requested by the Superintendent, and /or the Board of Education. (*)

Contributes to the continued advancement of student achievement including special education supports, ESOL, gifted services, and advanced studies. (*)

Assists other departments to increase their effectiveness and efficiency through the collection of data for analyses and management. (*)

Overseas data collection for reporting and management as required for federal, state and local mandates. (*)

Refines the various goal-setting processes used throughout the District and facilitates enhanced data driven decision-making. (*)

Works with schools and other departments in the monitoring of student achievement and school effectiveness. (*)

Overseas district access to information technologies including devices and equipment. (*)

Provides schools with data for state and federal programs and school improvement teams. (*)

Assists with the analysis and presentations of research findings and evaluation results. (*)

Assist Area Superintendent to ensure all support systems are in class to meet student growth and school effectiveness measures. (*)

Complete other duties and responsibilities as directed by the Superintendent. (*)

KNOWLEDGE, ABILITIES, AND SKILLS:

1.   Thorough  knowledge  of  administrative  methods  and  techniques;  knowledge  of  research  and current trends in public school education:

2.   Ability to direct and coordinate the activities of assigned departments;

3.   Ability to supervise the work of others;

4.   Ability to use systems thinking to clear goals for school/program improvement.

5.    Ability to communicate effectively, both orally and in writing; and

6.    Ability to develop effective working relationships with school and department staffs, governmental leaders, outside advocacy groups, and community members.

7.   Knowledge  (or  ability  to  quickly  acquire)  National  Standards,  and  Georgia  Standards,  and Assessments.

8.   Attends and participates in local, state and national initiatives to ensure district implements the most effective research based instructional practices.

9.   Knowledge of school improvement programs and planning process.

10. Establish Ability to effectively supervise the implementation of curriculum and/or programs.

11. Ability to prioritize and manage multiple tasks in a complex and diverse school system, and a wide range of varied experiences across school systems and education institutes.

12. Ability to collect, analyze, and use data to plan for necessary reforms.

13. Writing  and  technology  skills  necessary  for  producing  comprehensive  reports  and  making presentations.

14. Excellent interpersonal skills built on communication and collaboration.

EDUCATION, TRAINING, AND EXPERIENCE:

Master's degree (doctorate preferred) from an accredited college or university in appropriate area. Five or more  years  of  progressively  more  responsible  administrative  experience  in  elementary  or  secondary schools or other appropriate leadership position, with successful teacher and school leadership experience preferred. Ability to demonstrate extensive knowledge of the principles and practices of public school administration; other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

CERTIFICATE AND LICENSE REQUIREMENTS:

Must possess or meet the qualifications for Georgia educational certification in the field of Educational Leadership or equivalent out-of-state educational leadership certification. Valid Georgia PL6 or L6 or higher certificate or comparable out-of- state certificate.

PHYSICAL DEMANDS:

Must be able to travel throughout the school system to provide support and monitor services being provided.

SPECIAL REQUIREMENTS:

Overtime or night work required. Attendance at evening School Board meetings, presentations, ceremonies, and school programs required. Candidate selected for the position must be a resident of Richmond County or agree to relocate to Richmond County within 90 days of contract signing.

EVALUATION:

Performance of this job will be evaluated in accordance with provisions of the School Board policy on evaluation of personnel.
