QUALIFICATIONS:

1.   Master’s degree in Educational Administration, or Personnel Administration, or Law Degree with emphasis in labor law.

2. DPI #10 License, or #51 License, or Law Degree with experience in labor law preferred.

3. Successful experience as a teacher and administrator.

4. Demonstrated experience in teacher recruitment, induction, and retention, preferred.

5. Aptitude and/or experience in business or human resource areas preferred.

6. Experience in Athletics preferred.

7. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

8. Other qualifications as approved by the Board.

 

PERFORMANCE RESPONSIBILITIES:

STAFF RECRUITMENT, SELECTION, AND EVALUATION

1. Directs hiring process.

2. Recruits employees.

3. Screens, interviews, and recommends candidates for employment to the Superintendent.

4. Organizes and leads district participation in recruitment activities.

5. Oversees first-year teacher orientation induction program and licensing certification.

PERSONNEL RECORDS AND DATA

1. Maintains personnel records.

2. Provides employment data to business, payroll, and benefits departments.

3. Monitors certification of staff and maintains current certification file.

4. Prepares and submits all required state, federal, and district personnel reports.

5. Completes requested comparative personnel data information requests.

6. Responds to individual employee information requests.

STAFFING

1. Collects, prepares reports, and comparative staffing data.

2. Oversees development of annual enrollment-driven staffing plan.

3. Coordinates staffing assignments.

 

EMPLOYEE RELATIONS AND ADMINISTRATION

1. Oversees investigations and processes of employee complaints and concerns regarding personnel-related matters.

2. Processes grievances.

3. Provides initial district response for all EEOC complaints

PERSONNEL POLICIES

1. Supervises updating of personnel policies, practices, and procedures as needed.

2. Administers personnel policies for confidential staff.

3. Investigates and processes complaints regarding personnel policies, practices, and procedures.

EMPLOYEE SERVICES

1. Plans and conducts staff in-services for clerical staff and educational assistants.

2. Plans and provides for employee physicals.

3. Conducts pre-employment background checks.

4. Oversees FMLA and leaves of absence.

5. Oversees Employee Assistance Program.

RESEARCH

1. Conducts wage, salary, and benefit surveys.

2. Completes questionnaires and surveys from District, state, national or regional governmental agencies or professional organizations relative to  benefits, and/or personnel programs.

3. Prepares such other human resource-related reports and studies as may be necessary.

SUPERVISION, LEADERSHIP

1. Supervises and evaluates all members of the Human Resource  staff.

2. Serves as member of the Leadership Team.

3. Directs substitute teaching service.

4. Develops Human Resource Department goals, objectives, and priorities.

BUDGET

1. Prepares and monitors Human Resource Department Budget.

ADDITIONAL RESPONSIBILITIES

1. Attends Board of Education meetings and prepares such reports and presentations as may be requested.

2. Demonstrated ability in working with Human Relations Committee (Board of Education).

3. Participates in the District Health Steering Committee.

4. Performs such other duties as may be assigned by the Superintendent.

 

TERMS OF EMPLOYMENT

12 months per year with salary, fringe benefits, and other conditions of employment to be established by the District Administrator and approved by the Board of Education.
