   Licenses/Certifications
Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission. Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP) preferred.

Education
Master's degree in related field required.

Skills
Knowledge of federal and state laws, local policies, and practices in the field of school system human resources, including staffing metrics and benchmarks, sourcing strategies, recruitment and retention trends, staffing technology and workflow, certification and licensure, employee performance evaluation, career development, and allotments/staffing standards; excellent organizational, communication, relationship building and maintenance, and technology skills; ability to listen and provide advice and perspective to all employees in an appropriate manner; demonstrated leadership experience; exceptional ability to communicate and work with others in an effective manner; and demonstrated knowledge and skill with computer software including PeopleSoft and the Microsoft Office Suite.

Work Experience
Five years of progressively responsible experience, including supervisory responsibilities, in business administration, human resources, or a related field required. Previous supervisory and leadership experience required.

PRIMARY RESPONSIBILITY
Provide leadership and strategic direction to the planning and implementation of human resources functions for assigned schools including employee recruitment, selection, hiring, retention, development, evaluation, promotion, termination, certification and licensure, required reporting, internal investigations, and any other human resources matters in accordance with the district's mission, vision, and goals.

ESSENTIAL JOB DUTIES

1. Apply best business practices to identify/recruit/retain qualified candidates to be considered for teaching and support positions.
a. Provide leadership in establishing a comprehensive plan for the efficient recruitment, selection, employment, evaluation, and retention of certified and classified employees.
b. Assist in communicating the mission, strategic goals, and objectives of human resources to create an understanding of human resources employee programs, challenges, and accomplishments.
c. Advise and assist district administrators and supervisors on school district policies, procedures, and regulations in resolving day-to-day employee issues.
d. Conduct departmental meetings and communicate with appropriate staff.
e. Attend meetings with department managers and stakeholders and attend Board meetings as required.
f. Develop and interpret data and reports to help strategically guide current and future human resources decisions.
g. Serve on various district committees as assigned by the Executive Director of Human Resources Staffing.
h. Provide direction and support for schools and strategic initiatives and priorities.

2. Direct human resources related activities.
a. Work directly with central and school-based leadership to assist in carrying out responsibilities related to all human resource matters, including the review and screening of employment applications.
b. Counsel employees and district leaders through complex human resources issues ensuring counsel is legally sound and based on human resources best practice.
c. Demonstrate knowledge of and engagement in the philosophical, strategic, and financial issues of human resources.
d. Provide training to principals/district leaders on best practices and strategies for recruitment, hiring, and retention.
e. Support management of the employee application and application tracking process.

3. Review, approve, and prepare employment recommendations for submission to the Board of Education for approval.

4. Plan for and direct personnel allotments.
a. Provide consultation to program managers regarding point distribution and staffing patterns as required.
b. Direct and maintain staff rosters and point utilization balances to prevent overstaffing as required.

5. Direct daily administration of the GTES, GLES, GEES and JDA evaluation process for assigned schools, to include conducting evaluator training and responding to questions on the evaluation process and tools.

6. Monitor Performance Evaluation Dashboard, advise and consult with principals and district leadership to provide support regarding all aspects of the GTES, GLES, GEES, and JDA evaluation process.

7. Conduct internal investigations of allegations of conduct which may be in violation of school board policy, procedure, state, or federal laws.
a. Prepare fact finding summaries/reports for use in administrative decision-making.
b. Provide support and guidance to the Executive Director of Human Resources Staffing and prepare and/or review investigation summary reports for thoroughness, soundness of recommendation, and compliance
with established GCPS policies, procedures, and state/federal law.

8. Conduct appropriate and relevant training regarding employment and educational legal issues.

9. Interpret and monitor compliance with Board policy, administrative procedures, and human resources guidelines pertaining to all human resources activities and decisions.
a. Recommend revisions of policy, procedure, and guidelines.

10. Coordinate all recommendations for termination, non-renewal, and disciplinary actions.

11. Investigate reports received from the Georgia and National Crime Information Centers on criminal background checks and take appropriate action.

12. Consult with principals, program managers, and other school/departmental personnel concerning all human resources matters.
a. Conduct department visits and provide human resources support to program managers.
b. Communicate in a timely and considerate manner to applicants and other customers.

13. Facilitate administrative meetings and training opportunities.

14. Supervise assigned personnel and clerical staff.

15. Perform other duties as assigned.
