Title of Position: Deputy Secretary of Education

Reports to: Secretary of Education

Description of Position:

The Delaware Department of Education is an exceptional team in search of leaders to join us who are team and support-focused. We are looking for a Deputy Secretary of Education who is an instructional leader and support the department's vision of every learner ready for success, in college, career and life. This person must also be able to navigate the educational landscape of Delaware, and work well with districts, charter schools, educators, students, families, and community members. You will provide solutions and guidance on a range of issues; advising the Secretary and Governor's Office on key legislation, coordinating the activities of your team and implementing improvements in the learning experiences our children have each day.

The Deputy Secretary will be the second highest ranking official at the department. This person will manage the Performance Support Team, comprised of three core teams of the department: Academic Support, Educator Support, and Student Support. Additionally, the Deputy Secretary will manage the data capacity of the department, and oversee the implementation of the Every Student Succeeds Act (ESSA). Working with the Secretary, Chief of Staff, and Associate Secretaries, the Deputy Secretary will provide strategic direction and assist in the execution of agency priorities.

The ideal candidate will have a strong instructional background, as well as a background in management and education policy at a district or state level. This candidate will have experience managing multiple priorities, with an understanding of legislative and regulatory processes. Additionally, the candidate will have a track record of working with senior leaders and will have strong interpersonal skills and credibility to coordinate with DDOE leadership and staff, as well as school district leadership as needed.

Major Responsibilities:
  • Assist the Secretary in managing agency priorities to drive academic successes across the state.
  • Manage three Associate Secretaries, providing necessary coordination across teams to promote student achievement across Delaware.
  • Serve as the designee of the Secretary on various committees, task forces and councils.
  • Oversee Performance Management/Accountability and data management functions.
  • Assist the Secretary in running the Department of Education, as the department shifts to a more support-minded agency.
  • Perform other duties and responsibilities as assigned.

Essential Qualifications and Skills

Education:

Master's Degree in education, education policy or related field; Ph.D. preferred (though not required).

Experience:

A minimum of ten years' progressive experience in teaching, school administration, district or state education agency or a related field. Considerable knowledge of education policy, instructional leadership, school leadership, or school improvement and a track record of significant managerial, organizational, and leadership experience preferred.

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
