The National Center for Youth Law (NCYL) (www.youthlaw.org) is a non-profit organization that for over four decades has worked to ensure low-income children have the resources, support, and opportunities they need for healthy and productive lives.

FosterEd

FosterEd (www.foster-ed.org) is a NCYL initiative aimed at improving the educational outcomes of system-involved youth.  FosterEd operates in Arizona, California, Indiana, and New Mexico and strives to ensure that every student in the state’s care has an educational champion and an education team supporting his or her success in school. Our goal is that every young person in care will graduate from high school with a wide array of possibilities for their future.

FosterEd: California works with education, child welfare, probation, judicial and other agencies at the state, county, and local levels to ensure foster and probation-supervised youth receive the educational supports and services they need.

Position

• NCYL seeks a Program Manager to lead a FosterEd demonstration site in Monterey County, a collaboration with the County Office of Education, school districts and community partners aimed at improving education outcomes for youth experiencing homelessness.
• Responsibilities include:
• Leading and facilitating collaboration between leaders from key agencies in the County, including the County Office of Education, school districts, and a multitude of community agencies.
• Supporting the development of local policy that supports stronger services and supports for youth experiencing homelessness.
• Supervising Education Liaisons who will work directly with youth experiencing homelessness.
• Identifying and empowering Educational Champions for each youth.
• Collaborating with District Project Leader in planning and coordinating District Staff planning meetings
• Advocating across the county to ensure support is provided to transition-age youth to help them develop the skills and capacities needed to champion their own education.
• Ensuring that educational information and goals are included in youth case and transition plans, and strong communication structures are set up between service providers, agencies and organizations.
• Establishing and maintaining collaborative working relationships with policymakers and partner agencies in the region.
• Working with project staff to ensure appropriate data is available for programmatic purposes and is collected for evaluation purposes.
• Training and supporting groups of professionals interfacing with youth and their education.
• Facilitating meetings with the FosterEd team in Monterey County, with independent project evaluators and with FosterEd staff at the national office in Oakland, California.
• Creating and maintaining records, documentation and reports in an organized and timely manner.

The Program Manager must be able to work full time in Monterey County.  

Required Qualifications

• Experience in the fields of education, child advocacy, or social work
• Expertise in serving youth experiencing homelessness
• Excellent interpersonal skills
• Experience managing complex projects with a multitude of partners
• Ability to work in a fast-paced environment
• Ability to supervise and support staff
• Car and valid California driver’s license

Desired Qualifications

• Bilingual (Spanish) highly desired
• An understanding of California’s education system
• Strong technology skills
• Experience with grant-writing, working with funders, and identifying funding opportunities
• Strong analytical and problem-solving skills
• Familiarity with child-serving agencies in Monterey County
• Experience working directly with vulnerable children and parents

Salary and Benefits

This is a full-time position. The Salary is competitive with a range of $68,000 to $75,000 annually. NCYL provides health, dental, life, and long-term disability insurance, vacation benefits, and an employer contribution to a 403b retirement plan.
