Job Summary
Oversees on-site technical inspections of school facilities and fire safety systems.? Provides effective training to professional and paraprofessional personnel on the proper methods for conducting fire evacuation drills, evacuating handicapped persons, storing and disposing of flammable materials and operating and maintaining fire extinguishing equipment. Oversees inspections of fire alarm systems, firefighting equipment and building structures for potential fire hazards and investigates fires that occur in or on school district property and facilities to determine the cause and origin of the fire.
Essential Functions
  • Oversees compliance and records of all school based fire evacuation drills, fire safety logs and evacuation plans.
  • Oversees the hands-on training for school district personnel on the use and maintenance of portable fire extinguishers; conducts training programs for fire prevention activities with professional and paraprofessional employees; schedules requests for fire drill training and assistance; observes evacuation procedures, staging areas, location and nature of exits and bottlenecks; provides critical feedback on the drill.
  • Leads the Operations Safety Committee.
  • Responds promptly to emergencies at school district facilities, such as reported fires, fire alarm activations, odors of smoke, fumes and natural gas releases, and hazardous materials and chemical releases, to document and determine the cause and origin of the fire; gathers evidence and accumulates details; conducts interviews to determine whether there is evidence of forcible entry and/or arson; takes photographs; prepares full technical and damage reports for submission to both the Office of General Counsel and the Office of the City Fire Marshall.?
  • Oversees fire safety specialist, who visits school facilities to observe and correct all fire code violations and eliminate any liability threatening situations.
  • Surveys and prepares the necessary schematics and room plans for auditoriums, cafeterias, gymnasiums and assembly rooms; ascertains the capacity and conditions of legal occupancy; administers the high-rise fire code.
  • Acts as a liaison with the Department of Licenses and Inspections to insure the adherence to all codes and standards.
  • Communicates with principals and provides direction on building safety re: evacuation plans, fire drills and means of egress.
  • Maintains 24-hour per day, 7-day per week availability via mobile telephone or paging device(s) for response to emergency or related operational issues.
Minimum Requirements
  • High school diploma or equivalent.
  • Five years of full-time, paid, experience in a municipal fire department.
  • ?All work experience related to the position must be included on the resume.
? Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the principles, practices and techniques of fire prevention, hazardous materials management, and sheltering-in-place for hazardous materials incident.
  • the operations, maintenance and repair of wet and dry standpipe systems, and sprinkler systems.
  • equipment testing procedures and standards prescribed by the National Fire Protection Association.
  • inspectional and investigational methods and procedures.
  • fire codes as prescribed by the National Fire Protection Association.
  • the Philadelphia Fire Code; NFPA experience.
  • municipal fire and related codes, ordinances and regulations governing fire prevention and safety in schools, public buildings and high rise structures.

Certificates/Licenses
  • Completion of Incident Management Training including I-100, 1-200, 1-300, 1-700, 1-800.
OR
  • Possession of a valid Fire Code Enforcement Certification from the National Fire Protection Association; the International Code Council; or an equivalent such as that issued by a State Fire Safety Agency.


Additional Job Information: This is a non-represented position. The salary grade for this role is 4025.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
