 The Community Superintendent serves as an assistant to the District Superintendent, sharing the full level of supervision for the schools in predetermined geographical areas as delegated by the Superintendent. The incumbent directly supervises the assigned district field offices, or remote location's subordinate personnel. Provides guidance to staff on all phases of school activities aimed at achieving educational excellence and full accreditation. The office functions as an intermediate level of supervision between the superintendent's office and the School Principal, having delegated authority to manage school affairs for a widely dispersed geographic area. The assigned schools include elementary, middle or junior high, and high school and/or comprehensive (PK-12) schools.

· Responsibilities are as follows:

  • Serves as alter ego to the District Superintendent, sharing the duties, responsibilities, and operations within assigned district. Provides educational leadership and administrative direction to district school administrators and teachers.
  • Supervises and evaluates performance of assigned district or field office staff. Identifies training and developmental needs of subordinates and works with the area office in arranging for appropriate training or developmental assignments.
  • Provides leadership and support to core curriculum programs as well as special education, continuous school improvement /Accreditation, and professional development.
  • Provides input, guidance, and recommendations to the District Superintendent on program effectiveness, continuance, and expansion or modification.
  • Ensures the implementation of DoD, DoDEA policies, programs, and directives throughout the district.
  • Provides policy guidance and professional leadership to assigned staff to encourage achievement of the highest possible level of educational excellence.
  • Works with officials of the service commands to ensure the educational programs meet the needs of students in the area, and recommends changes and improvements to the District Superintendent.
  • Works with command officials, administrators, parents, and teachers on school policies and programs, command-school relations, community relations, emergency operations, etc.
  • Liaises with the District Chief of Staff to monitor, and coordinate supply, equipment, facility, transportation, and personnel requirements for the schools in the district.
  • Monitors and provides feedback to the Chief of Staff on all aspects of logistical support, and recommends solutions to regulatory and policy problems to appropriate offices.
  • Coordinates with Forward Integrated Support Team (F.I.S.T.) and command officials on facility planning, funding, and accomplishment of facilities projects, on a short and long-term basis.
  • Monitors operating budget, staffing allocations and financial plans as needed to ensure that approved educational programs and services are provided.
  • Coordinates with command officials on changes in force structure and personnel populations to accurately forecast need for changes in school programs, and ensures that adequate staffing is provided in accord with current authorization criteria.

  • Qualifications Required:
  • GENERAL EXPERIENCE Requirement (3 years): Relevant experience in teaching, educational research, development of curriculum and instructional materials, education assessment and evaluation, guidance counseling, educational administration, educational technology or comparable activities which clearly demonstrated success in the application of principles, methods, and techniques of education, and provided familiarity with current developments in teaching, learning, and professional development.

    SPECIALIZED EXPERIENCE Requirement (3 years): Experience in a staff or supervisory position which clearly demonstrated the ability to administer PK-12 school programs and to effectively supervise educators and support personnel. Such experience may have been acquired at a school level leadership position supporting program innovations that go beyond the standard education programs, such as special education, gifted education, technology and others. At least 1 year of specialized experience must be at a level equivalent to the next lower level in the normal line of progression. For a Community Superintendent, the next lower level is considered to be a school principal or a position with similar duties and responsibilities. Experience may not be substituted for education or vice versa at this grade level.

  • Examples of specialized experience are:
    • Broad leadership skills to motivate and improve schools working in partnership with district staff, school administrators, and stakeholders;
    • School level management and instructional leadership experience demonstrating the ability to accomplish work through the technical and administrative direction of subordinates, supervisors, and/or staff members in an educational system;
    • Extensive knowledge of professional competencies relating to instructional administration and policies for PK-12 grade education;
    • Developing and managing budgets and staffing to support teaching and learning goals;
    • Professional knowledge and experience in using multiple sources of data, data analysis, research and assessment techniques;
    • Interpreting internal and external data to adequately assess and recommend changes to policies or programs;
    • Leading the oversight of the implementation of restructuring, continuous improvement, technology integration, district wide curricula, standards, and/or professional development programs for educators;
    • Directing the implementation of program standards and performance indicators to improve student performance.
  • DESIRABLE QUALIFICATION CRITERIA for the position located in Puerto Rico: In addition to the minimum qualification requirements (education and experience) the following is desired:

  • Spanish Language oral and writing proficiency

  • Education Requirements:

    Minimum EDUCATION Requirement: A Master's degree in Educational Administration, Educational leadership, or Curriculum and Instruction OR a Master's degree with at least 30 graduate semester hours in professional education course work. Must present coursework in ALL of the following areas:

  • Education may not be substituted for generalized or specialized experience at this grade level.
