Job Summary
The Deputy Chief of Schools is charged with the mission critical task of ensuring The School District of Philadelphia has an effective principal in every school, an effective teacher in every classroom and an effective workforce supporting them. Serves as a key member of the Chief of Schools Officer's Leadership Team. The Deputy leads and manages the design of systems, programs, processes and training that will enable the District to have high-quality talent in every part of its workforce. The Deputy manages professional and leadership development initiatives in conjunction with the Deputy Chief of Talent Acquisition to meet the staffing, teaching and leadership needs of the District. The Deputy collaborates with internal stakeholders, including the Assistant Superintendents, the Office of Academic Supports, the Office of Student Support Services and external partners on the development of initiatives and programmatic activities that support the goal of improving leadership at all levels.
Essential Functions
  • Assists the Chief of Schools in the execution of all actions related to operation of the Leadership Development team.
  • Manages principal's and assistant principal's professional development, leadership development and evaluation programs, including the identification of needed skills and competencies, retention initiatives, evaluation structures and a strategic, coherent professional development program.
  • Advises the Chief of Schools on prominent and/or sensitive issues; oversees projects of critical importance; coordinates the response to inquiries or concerns of internal and external parties in a timely and efficient manner.
  • Works with external partners to design, scale and adopt programming to meet the district's leadership needs.
  • Assists the Chief of Schools by providing support to the Assistant Superintendents in recruiting, identifying, and promoting excellent Principals.
  • Oversees the Director of the New Principals' Academy to create the strategic plans for ongoing training and support for first- and second-year principals; ensures the professional development content reflects best practices; identifies educational resources suitable for use in the program; works with new principals to assess and evaluate training effectiveness, and with subject matter experts to develop, revise or modify content; works with principal supervisors (Assistant Superintendents) to support new principals' growth and development.
  • Develops a comprehensive set of leadership development programs and opportunities for identified future leaders and appointed leaders to meet the needs of the School District.
  • Oversees the leadership development team which develops and manages the systems and processes for accurately evaluating the effectiveness of staff, teachers and principals.
  • Uses evaluation information to make adjustments to development programs and to inform planning and talent management.
  • Reviews and analyzes survey data to determine effectiveness of the staff, teacher and principal effectiveness initiatives and development.
  • Ensures compliance with the state's effectiveness laws and regulations.
  • Manages the leadership development team to develop and effectively assess the District's workforce evaluation programs.
  • Designs and implements an evaluation and leadership development process and system for central office staff.
  • Assists the Chief of Schools in the review of policies, programs, operations and services; participates in operationalizing performance-driven goals and objectives for the District and monitors the attainment of these objectives; ensures that activities are in compliance with District policies and procedures.

Demonstrated Knowledge of:
  • Core strands of operational leadership, instructional leadership, use of data to drive instruction, team building, building school culture, and family/community involvement.
  • Leadership development and talent management best practices.
  • Current trends, development practices, objectives and theories of professional development for academic and administrative leaders.
  • Adult learning theories, techniques, and coaching/mentoring models.
  • State and national staff, teacher and principal effectiveness standards.
  • The alignment of educational and training initiatives with the organization's mission.
  • The effective use of varied delivery methods, including technology, to provide effective professional development programs.
  • Leadership pipeline theory, supervisory methods and managerial practices.

Demonstrated ability to:
  • Design and coordinate leadership development programs which support the District's principal competencies, instructional initiatives and administrative needs.
  • Support adult learning and professional development strategies.
  • Plan, organize, and direct talent, evaluation and leadership development activities and allocate staff resources to provide for aligned, efficient and effective programs.
  • Communicate effectively both orally, and in writing.
  • Establish and maintain effective working relationships, in particular, external partners and professional development providers.
  • Implement creative program design and delivery.
  • Actively problem solve in a fast-paced, high stakes environment.
  • Exhibit executive level judgment.
  • Manage and organize staff resources to meet departmental objectives.
Minimum Requirements
  • Master's degree program from an accredited college or university.
  • Seven years of full-time, paid, professional experience in education, three of which have been in an administrative or supervisory capacity and have included responsibility for planning, developing and implementing programmatic initiatives to address assessed leadership and management needs, or experience of practical equivalence.

Certificates/Licenses
  • Valid Commonwealth of Pennsylvania Certificate for K-12 or a Superintendent's Letter of Eligibility.


Additional Job Information: This is a non-represented position. The salary grade for this role is 4035.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
