LOCATION: District Office - Drew Educational Support

REPORTS TO: Assistant Superintendent for Instruction

QUALIFICATIONS:
  • Must hold or be eligible for State of Delaware Certification as Central Office Personnel
  • Master's degree (as required by certification)
  • Special Education teaching certificate required
  • Minimum 5 years of administrative experience required
  • Experience in supervising programs/teachers serving students with special needs preferred
  • Knowledge of child development, learning theories, and effective teaching techniques
  • Demonstrated knowledge of IDEA and related federal funding regulations

PRIMARY FUNCTIONS:
  • Provide instructional leadership in all special education programs
  • Deliver leadership in curriculum implementation and inclusive practices at all levels of schooling
  • Provide budgetary leadership for unit allocation under Needs Based Funding
  • Conduct audits for student classifications and appropriateness of identified services
  • Furnish direction and support of instructional strategies connected with student assessments
  • Direct program implementation and evaluation including operational guidelines, curriculum implementation, and staff development for the following programs: Infants and Toddlers, Child Find and Preschool Programs, Students with IEPs and related services (speech/ language, occupational therapy, physical therapy, school psychologists)
  • Provide direct supervision and evaluation of special education program staff including resource teachers and administrative support personnel
  • Provide supervision and evaluation of principals and directors of specialized programs, including Director, State-Wide Delaware Autism Program; Principal, Brennen School-Delaware Autism Program; Director, Delaware School for the Deaf and State-Wide Services
  • Provide special education technical assistance and consultative support to administrators of general education buildings and programs
  • Provide professional development, training and technical assistance to Educational Diagnosticians
  • Provide access to professional development, training and technical assistance to other professionals, for example, school psychologists, speech pathologists and school nurses
  • Collaborate with school improvement teams to analyze data and to develop and implement school improvement plans which address the needs of special education students
  • Participate in the development of the local application for federal and discretionary funds
  • Respond to appropriate State requests for proposals for funds
  • Lead the development of the special education budget in conjunction with the Assistant Superintendent for Instruction
  • Maintain records and reviews records of payment approvals for nonpublic placements
  • Handle administrative complaints, corrective actions plans and due process hearings
  • Submit timely and accurate data to DOE
  • Coordinate the services of private school students
  • Serve as the system liaison with other agencies and parent groups
  • Serve as a resource to the Superintendent and Assistant Superintendent on matters related to special education
  • Perform such other tasks and assume other responsibilities as may be assigned
