Title: Executive Director, Services For Exceptional Children

Position Summary:


Administers the District's program of services to students at risk and with disabilities ages 3-21 years including administration of Special Education, Psychological Services, and Student Support Team procedures.

Duties and Responsibilities:
  • Directs the development and implementation of departmental procedures congruent with policies and regulations of the Fulton County Board of Education and state and federal agencies as applicable to students with disabilities and psychological servicesWorks closely with District personnel at all levels to plan and implement the District's instructional programProvides administrative leadership for the implementation of programs and services at the District and school levelsSupports the supervision and evaluation of local school leadership staff for programs and services for students with disabilitiesSupports and implements staff development activities that address District's strategic plan and continuous improvement planSupervises the development of the departmental and school-based allocation of resources for special education programs and servicesSupervises the administration of all federal funds assigned to the District for special education programs and servicesSupports the development of procedures for the District to address state standards and accreditation standards for special education services and psychological servicesSupports communication to the general public, parents, staff, and other agencies and organizations regarding performance on the Strategic Plan and Continuous Improvement Plan indicators (benchmarks)Collaborates with other departments and assigns personnel to schools appropriate to the instructional needs of students with disabilities, available resources, and applicable state and Board policies and standardsPrepares annual departmental budget including recommended program priorities, required resources, and long-range program objectivesProvides administrative leadership for the management of educational services that are provided in cooperation with other community agenciesSupervises the placement and provision of services to students placed by the District when services are to be provided by private or other public agenciesSupervises the development of contractual and collaborative program agreements with other community agencies for services to students with disabilitiesServes as the District's representative for due process hearings or other litigation arising from contested evaluation, diagnosis, placements, and/or servicesServes as the District's representative to community agencies for the development of programs and services as assignedProvides support to other community agencies for the development of community programs and services for children and adults with disabilitiesSupervises building maintenance and upkeep to provide safe and comfortable work environment for staffProvides leadership to advisory committees, ad hoc committees and parent mentorsWorks with Human Resources to recruit and retain school based special education personnelPerforms other duties as assigned by the appropriate administrator

Education and Experience:
Education:
  • Master's Degree in Special Education or related field required In lieu of Master's Degree, will consider Bachelor's Degree with a minimum of 9 years mid to senior level experience at the local school, District, and/or State level

Experience:
  • Minimum 5 years experience in a leadership position at the local school, District, and/or State level and 3 additional years experience as a classroom teacher

Certification:
  • Must hold or be eligible for Georgia Teaching, Leadership or Support Certification

Minimum Qualification:
  • Strong background in special education program development and administration is essentialKnowledge of the policies, regulations and state and federal law as applied to students with disabilitiesAbility to direct the planning and evaluation of programs and services for students with disabilitiesKnowledge of the characteristics and curriculum needs of students with disabilitiesAbility to work with community agencies for the development of collaborative programs and servicesStrong decision-making ability, budget experience, proven performance and resource management skillsAbility to effectively lead, organize, and direct the work of othersDemonstrated ability to design and implement short and long range objectivesAbility to relate to a wide variety of people and to observe, listen and provide leadership which results in the best possible work environmentStrong analytical and problem-solving skillsExcellent written and oral communication; strong interpersonal skills

Salary Information:

Salary Range for 2017-2018
  • $88,737 - $104,729

Step placement credit may be granted for up to a maximum of 8 years (Step 9) of prior verifiable experience. Salary placement with Fulton County Schools is non-negotiable. Actual salary placement will be based on Fulton County Board of Education experience calculations from the Non-Teaching Salary Schedule B-235, Executive Scale, Step 1 - Step 9.
