Job Description:
Analyzes Geographic Information System (GIS) data, residential development, student enrollment trends and projections, school attendance boundaries, building capacities, long range requirements for new school sites and facilities, and performs functions related to long range capital planning within Douglas County School District. Develops and promotes good relations among various community and school stakeholders.

Position Specific Information (if Applicable):
MINIMUM EDUCATION OR FORMAL TRAINING:

Bachelor's Degree in Community Planning, Public Administration, Geography, Economics, Business Administration or related field and coursework in Geographic Information Systems (GIS)

MINIMUM EXPERIENCE:
  • Skilled in Microsoft Office Suite.
  • Excel, including Pivot Tables, highly preferred.
  • Access preferred.
  • Proficiency in computer database management
  • Proficiency in Geographic Information Systems (GIS) based software (i.e., ESRI ArcGIS products)
  • Adobe and Indesign experience preferred


LICENSES & CERTIFICATION:
  • American Institute of Certified Planners preferred
  • Geographic Information Systems (GIS) Professional preferred


KNOWLEDGE & OTHER QUALIFICATIONS
  • Verbal and written communication skills in English and a demonstrated ability to read and comprehend written/graphic and oral instructions
  • Critical thinking and big picture skills, including application with work flow and planning processes
  • Key knowledge and computer proficiency skills:
    • Proven Geographic Information Systems (GIS) analytical skills
    • Demonstrated skills in computer cartography and GIS applications
    • Good understanding of Geographic Information Systems (GIS) concepts

  • Data analytics experience with inferential and descriptive statistics

ESSENTIAL PHYSICAL REQUIREMENTS:

Responsibilities:
• Perform other related duties as assigned or requested.
  • Administer and maintain the District's Geographic Information System (GIS).
    • Manage internal and external GIS planning data (in-house databases, birth rates, residential building permits and Certificates of Occupancies data from local jurisdictions, geocoded student data, facility data, Board of Education Director district boundaries, school attendance boundaries, etc.) used for annual student enrollment projections, residential development analysis and economic trend analysis.
    • Manage annual license updates and GIS product review.
    • Identify and define appropriate applications of the system and associated GIS products.
    • Plan and communicate specific work tasks for database creation and management, application development, and ongoing maintenance.
    • Plan and design analytic procedures and methodologies for performing applications.
      • Serve as the District's Application Owner for the internal School Locator Attendance Boundary tool used by District staff to identify the correct attendance boundary for students. Resolve technical issues reported by users of the boundary locator tool, troubleshoot software and hardware, and initiate software vendor support calls and tickets as required.
      • Coordinate with district IT staff in maintaining other GIS based applications such as EmpowerEd and the district's online open enrollment tool.
    • Create and update District school attendance boundary maps, Board of Education Director district maps and other department specific mapping and spatial data related reporting requests.
    • Troubleshoot issues with use of GIS related software.
  • Create, edit, collect, and maintain data for enrollment and facility planning purposes.
    • Create annual student enrollment forecasts using the cohort survival method and distribute forecasts to District staff, reconcile open enrollment requests with Principals and Directors of Schools, and publish final enrollment projections to support the District's site-based budgeting process.
    • Develop and maintain procedures and systems for collecting, analyzing, and reporting student population and enrollment trends and projections.
      • Generate monthly residential building permit and Certificates of Occupancies reports for distribution within the Operations Department to track developments and student enrollment growth.
      • Create the monthly student membership report from enrollment data within Infinite Campus, distribute to District staff and publish to the web site for external stakeholder use.
  • Analyze enrollment and the impact on school capacity to strategically align resources.
    • Coordinate development of the District's Master Capital Plan to analyze current and projected capital needs.
    • Develop and maintain a facilities space utilization model and make recommendations to District leadership on strategies to relieve overcrowding or more efficiently utilize under-utilized schools.
    • Conduct capital and demographic studies related to District planning initiatives, including: tracking residential housing activity for verification of school attendance boundaries, calculating student population and enrollment yields, and incorporating enrollment forecasts, facility plans, and school boundary adjustments into the District's Master Capital Plan.
    • Manage scenarios for school attendance boundary changes and facilitate implementation as directed.
    • Coordinate and support the identification and prioritization of new capital and operating budget initiatives based on analysis of student attendance trends and enrollment projections.
    • Assist in the District's residential development review process to determine and advocate for appropriate school land dedications and voluntary capital mitigation fees.
    • Assist in the development of Memorandums of Understanding, Intergovernmental Agreements and Easement Agreements related to land.
