Vice President of HR Operations & Systems

Location: Flexible

Responsibilities:
The Vice President of HR Operations & Systems provides overall strategic management and leadership for IDEA's new hire experience, substitute program, and HRIS functions, which are central to the quality of both our employee and student experience. S/he plans, develops and manages implementation of new and revised programs, policies & procedures in response to the organization's goals and competitive practices. S/he manages and oversees a 13-person department including six direct reports working under the management of the Chief Administrative Officer to ensure the strategic management of the functional area is carried out to deliver strong organizational results.

Accountabilities/Responsibilities

100% Staff Data Accuracy & Integrity
  • Develop and implement strategy to:

-optimize systems and processes necessary for timely, accurate and accessible data and reporting;
-implement execution of system management for business users;
-provide system support of efficient and clear processes and workflows;
  • Oversee and support creation of operating procedures, test plans, scripts and scenarios, end-user guides, training materials, and solution documents
  • Execute regular data quality audits of our staff data management and analytical systems to ensure information is being accurately and reliably captured and stored or to determine areas in need of additional training/resources.
  • Provide regular reporting and updates on all HRIS data metrics and accuracy to CAO

Lead creation of sophisticated HRIS data reporting (visualizations and analyses) that drive organizational decision making by August 2018
  • Provide leadership to team and key stakeholders with strategic talent analytics and reporting to drive business decisions (e.g. retention reporting, turn over, new hires, promotion rates, etc.).
  • Design workforce planning processes & reporting (staffing projections and needs analysis)
  • Provide thought leadership in the development of organizational dashboards and staff data frameworks and tools using a data visualization system that empower stakeholders to make data driven decisions
  • Design standard reports on key staff data metrics via a comprehensive reporting schedule and manage team to execution of automated, timely outputs
  • Manage team to execution of internal data requests and reporting including weekly, monthly, quarterly and year-end reports.
  • Identify current and emerging trends in staff data (retention, turnover, career paths, etc.) including managing and assisting in the disaggregation and analysis of data
  • Manage team in being active consumers of data analyses and tools

85% Year 1 Staff Retention
  • Design and manage implementation of policies, procedures and systems capable of supporting a growing network of schools; recommend and implement improvements to improve efficiency, quality, timeliness of new hire process
  • Manage the re-engineering of IDEA's new hire process ensuring 95% completion of new hire set up by day 1 of work & 95% new hire experience satisfaction rate
  • Collaborate and provide thought partnership with cross functional peers (IT, HR, Human Assets, Comp/Benefits) to evaluate effectiveness of existing new hire policies and procedures including the educational components of new hire onboarding and process and recommend enhancements to ensure efficiency and 90% of new hires feeling set up for success on day 1 of work
  • Participate in New Team and Family Welcome programming design and senior leader Great Place to Work Committee

95% Substitute Fill Rate w/o Gaps
  • Provide strategic leadership to the overall direction and results of IDEA's substitute program
  • Oversee management of substitute team and vendors in monitoring daily fill rate, monthly recruitment and quality goals are achieved.
  • Analyze subs availability and utilization, sub recruitment goals and related metrics to ensure sub pool targets for the district are constantly met; shares reporting and action planning with CAO and executive team
  • Evaluate and provide feedback on training and onboarding techniques of substitute teachers district-wide on classroom procedures, IDEA-based curriculum, Aesop usage and IDEA's Substitute Policies & Procedures.
  • Participate in meetings with regional executive directors and school principals to improve attendance management practices and fill rate goals are achieved.

Develop a high performing HR Operations & Systems Team - 90% Retention of A Players
  • Develop trust and leverage influence of team to drive strong results
  • Establish department goals and individual staff goals that contribute to the attainment of organizational goals and objectives.
  • Develop current team competencies and skill sets to be independent thinkers and contributors to the business purpose of the department
  • Ensure team receives strong evaluations of customer service and integrity from key stakeholders & department staff scores 80%+ on 2018 mid-year organizational health survey.

Qualifications:
  • Bachelor's degree required, Master's & Lean Six-Sigma certification preferred
  • Seven to ten years progressive experience in administrative management of multi-state HR operations & HRIS systems
  • Strong ability to lead, manage and develop a team
  • Knowledge of federal and state regulations related to administration of HR operations & data systems
  • Experience with HRIS and report writing applications required
  • Ability to develop and implement policy and procedures
  • Ability to analyze and interpret data and statistics
  • Ability to work in an ever-evolving, fast-paced environment while meeting established deadlines
  • Proficiency in Microsoft Office with advanced level skills in Microsoft Excel with the ability to create formulas, charts, graphs and pivot tables. Advanced proficiency developing briefs and reports with PowerPoint.
  • If not residing in the RGV, ability to travel to up to 50% in the first 90 days
