Coordinates implementation of psychological and educational diagnostician services in the schools and supervises psychologists and diagnosticians throughout the division.  Assists schools in the delivery of psycho-educational services. Complex work is performed within the specific departmental objectives and policies; employee plans own work and coordinates with others as necessary.  Frequent contacts at all levels within and outside the department to explain and implement programs and policies; considerable professional judgment is required.

 

Essential Job Functions:

  • Assists in the development, implementation, and support of a system framework for the provision of psychological consultation, assessment, and intervention services by the school psychologists and educational evaluation by educational diagnosticians.
  • Provides supervision for the school psychologists in accordance with professional standards and ethics delineated by the National Association of School Psychologists.  Provides supervision for the educational diagnosticians in accordance with Nationally Certified Educational Diagnostician Program.
  • Facilitates professional development and coordinates staff meetings for school psychologists and educational diagnosticians regarding conducting assessments, engaging in consultation, and implementing interventions to support students, families, and schools.
  • Consults and provides training for parents and administrators to offer educational interventions and the most appropriate psychological and educational services for students.
  • Assists and collaborates with the Department of Human Resources to interview and select highly qualified school psychologists and educational diagnosticians with an emphasis on racial, ethnic, and cultural diversity, the needs of English Language Learners, and appropriate training programs.
  • Conducts evaluations of the performance, professional growth, and development of the school psychologists and diagnosticians.
  • Serves as a consultant for crisis intervention programs in the schools. Collaborates and coordinates with schools and mental health departments to address crises including reactions to illness, death and abuse. 
  • Evaluates the eligibility of students for various programs and recommends appropriate educational placement.
  • Serves as a co-leader of the Division's mental health initiative, providing training and support to student support services staff and schools regarding student threat assessment and suicide awareness and prevention efforts. 
  • Collaborates with the graduate programs in school psychology and facilitates the selection, placement, and supervision of school psychology interns.
  • Represents the office on various committees and organizations within the schools and community.
  • Collaborates with school and community agencies to coordinate community resources to address the needs of students and families (e.g. serves on FAPT).
  • May perform other duties as assigned. 

Budgetary Responsibility :
Develops and administers the Office of Psychological Services operating budget and monitors the business operations to ensure effective and efficient use of resources with collaboration and approval by the Director of Equity & Student Support Services.
 
Report Preparation :
Provides departmental reports as required and requested.
 
Equipment Operation : 
Utilizes a personal computer and general office equipment.
 
Contacts:
Executive Staff and Directors, Coordinators and Instructional Support Staff: including School Counseling staff, Coordinator of School Social Work Services and Special Education Specialists - daily - consult and collaborate for the delivery of services. School Psychologists and Educational Diagnosticians-daily-supervision, consultation and collaboration.  School Administrators/staff - regularly - consult and collaborate regarding crisis and psycho-educational interventions. Public agency and Chesterfield County Government agency representatives - regularly - collaboration of service delivery.  Executive Director of Communications and Community Engagement - as necessary - re: crises in the schools.  Community Services Board - as needed - consult and collaborate on crisis intervention measures and issues.

Directs and evaluates the work of school psychologists, educational diagnosticians and support staff.
 
Decision Making :
Performs majority of functions independently.

Interprets and makes recommendations for guidelines and policies.

Work Environment :
The employee regularly works in a school or office setting.  The noise level is quiet to moderate.

Qualifications:
Considerable knowledge of the concepts, principles and methodologies of school psychology including psychological and educational evaluations using intelligence, personality, psychomotor function, behavioral and personality instruments and achievement test instruments.  Considerable knowledge of child growth and development, learning, measurement, research and statistics, intervention strategies and of related federal and state regulations and guidelines. Considerable knowledge of Standards of Learning and the general curriculum.  Considerable knowledge of the budget process and fiscal and human resources management.  Demonstrated ability to supervise others.  Demonstrated ability in individual and group decision-making, problem analyses, conflict resolution and the ability to collaborate with other therapeutic and instructional personnel. Demonstrated ability to communicate effectively, orally and in writing.

Requirements:
Postgraduate Professional License with endorsements in School Psychology and Administration and Supervision.

Valid VA Driver's License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
