CHIEF INFORMATION AND INNOVATION OFFICER

 

SUMMARY DESCRIPTION 

Under the direction and supervision of the Chief of Staff, the Chief Information and Innovation Officer (CIIO) will oversee a comprehensive, service oriented and active department and is expected to provide technology vision, leadership, and guidance to the entire organization in support of the Washoe County School District’s mission and vision to enhance business operations and student instruction. The CIIO manages all Information Technology Department related issues including, but not limited to project management, strategic planning, policies, programs, staffing, schedules, computer services, network communications, and budgeting to accomplish district goals and objectives. Incumbent performs other duties as required.

EXEMPLARY DUTIES / RESPONSIBILITIES 

  1. Develops strategic plans and implement the objectives of the information technology needs of the district to ensure the computing capabilities are responsive to the needs of the district's growth and objectives;
  2. Promotes the application of different technologies to address the diverse needs of students to maximize student learning
  3. Develops, implements, and monitors policies and plans for all technology initiatives, security of information systems, and monitors and maintains: servers and workstations operating systems support structure, E-mail services design and support structure, internet services, and design support structure;
  4. Manages the creation, implementation, and enforcement of policies and educational programs relating to the social, legal, and ethical issues related to technology use throughout the district while modeling responsible decision-making;
  5. Builds relationships with department heads and school leaders to solicit suggestions and evaluate and discuss short- and long-range goals and accomplishments for improving the district’s information systems;
  6. Works with community members and groups as well as state, local, and national organizations to develop and maintain relationships that will benefit the district through collaboration and knowledge sharing;
  7. Works closely with the executive leadership team and other stakeholders to develop a shared vision with long-term, big-picture perspectives on district goals to plan for meaningful and effective uses of technology;
  8. Participates, develops, and makes recommendations on the selection of the district’s curriculum-based software, productivity-based software, and assistive/adaptive technology;
  9. Identifies and promotes how technology can support educational best practices through communication and collaboration with the district instructional leadership;
  10. Provides leadership when creating a vision of how technology will help meet district goals;
  11. Directs, coordinates, and ensures the implementation of all tasks related to technical, infrastructure, standards, and integration of technology into every facet of district operations;
  12. Develops and supports technology standards for students, teachers, and administrators that also support the use of technology for assessments;
  13. Recommends various uses of technology to improve communication, directing and coordinating the use of e-mail, district websites, web tools, voice mail systems, and other forms of communication to facilitate decision-making and to enhance effective communication with key stakeholders;
  14. Manages the budget and serve as a strong business leader who guides purchasing decisions, determines the return on investment for all technology implementations, and fosters good relationships with vendors, potential funders, and other key groups;
  15. Articulates and fully leverages the value of investment (VOI) in technology to ensure effective delivery of services aligned to the district vision and goals;
  16. Reviews and approves major contracts for computing and IT services and equipment, including hardware and software;
  17. Manages the establishment and maintenance of systems and tools for gathering, integrating, and reporting data in usable and meaningful ways to produce an information culture in which data management is critical to strategic planning;
  18. Ensures the integrity and security of the information systems, communication lines, and equipment;
  19. Oversees the development, design, and implementation of new applications and changes to existing computer systems and software packages;
  20. Responsible for the development, review, and certification of all back-up, disaster, recovery, and business continuity procedures and plans;
  21. Oversees ongoing improvements and the feasibility of system enhancements;
  22. Establishes district infrastructure to support and guide individual departments/sites in computing and IT efforts;
  23. Recruits, trains, supervises, and evaluates department staff, and establishes department priorities for professional growth;
  24. Analyzes and identifies, on an ongoing basis, individual and team strengths, required areas of growth, and how teams and their members are being deployed and redeployed;
  25. Serves as a member of the Executive Cabinet as directed;
  26. Performs other duties as assigned.

EMPLOYMENT STANDARDS 

Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

1.  Master's Degree from an accredited college or university with major coursework in education, computer technology or computer science, business or public administration, or IT management;

AND

2.  Five (5) years of experience in business or school information and technology systems, that includes responsibility for the design and/or operation of a large, complex information technology division in the private and/or public sector, along with three (3) years of supervisory experience with success in affecting significant change and influencing policy;

OR 

3.  An equivalent combination of education, experience, certification and experience in an information technology senior-level position is qualifying.

4.  Desirable: Experience as an educator. 

Knowledge of: Possesses a high-level view across the school system and work with instructional and technical teams to identify steps needed to transform the technology vision into a long-range plan, complete with specific goals, objectives, and action plans; strategic planning and execution; principles and practices of school district administrative budgets, policies and procedures; knowledge of contracting, negotiating and change management; knowledge of computer systems, networks, and software, and the ability to manage the entire spectrum of IT operations; knowledge of federal, state and district policies and regulations relating to computer use, computer systems, and computer programs; organizational and management practices as applied to the analysis and evaluation of programs, policies, and operations; and fluent in MS Office, including Visio and Project.

Skill at: Communicate effectively orally and in writing with district school and department staff; implement and manage complex projects, including setting goals and managing priorities; ability to motivate teams to produce quality results within tight time frames and simultaneously manage several projects; ability to participate in and facilitate group meetings; teach, train, coach and mentor project team members; work with district staff to write policies, procedures and training materials; develop and implement measures of accountabilities; and demonstrate skills programming and deploying applications.

Salary

Annual salary: $134, 387 

Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.

The Washoe County School District pays an additional legislatively-designated amount to the Public Employees Retirement System on behalf of the employee for retirement benefits. No retirement contribution is made by the employee. 

New employees as of January 1, 2018 will be fingerprinted upon hire and every five years thereafter. New employees will have $55.00 deducted from their first paycheck to help defray the cost of fingerprinting. 

Non-licensed employees will have $55 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
