Title of Position: Education Associate, School Leadership

Reports to: Director, Educator Effectiveness

Description of Position:

This Education Associate role within the Educator Support Team is designed to attract talented, results-driven, self-motivated leaders who are seeking to accelerate Delaware's educational improvement efforts. The Educator Support Team is seeking a new team member to deliver on one of the highest-impact areas of the Department's statewide education agenda: school leadership. The role would develop and deliver on strategies that align policies, implementation efforts and resources towards ensuring top-performing school and systems leaders across Delaware. Areas of emphasis will include expansion of school leader pipelines, alignment of the school leader performance evaluation with the Professional Standards for Education Leaders (PSEL) and the creation of professional learning networks for new and experiences school and system leaders.

The Education Associate, School Leadership will work closely with districts and charter schools while creating stronger state support systems and seeding programmatic innovation at the state and local level. Strong candidates for this position should have experience influencing and collaborating with building leaders, district leaders, and other key system stakeholders. The Governor has named school leadership as one of this administration's priority strategies to improve student outcomes.

Major Responsibilities:
  • Design, in collaboration with stakeholders, and implement the new administrator mentoring and induction program to support the development of new school leaders.
  • Create professional learning networks for school and district leaders that create professional learning community structures for current school leaders to drive instructional leadership to support each student's academic outcomes and overall well-being.
  • Support a collaborative for leaders in high needs schools.
  • Promote the continued development of effective pipelines to cultivate school leaders, including the approval and renewal processes for alternative leader certification preparation programs, in collaboration with the Professional Standards Board and State Board of Education.
  • Align the DPAS-II for Administrators (Evaluation System) to the Professional Standards for Education Leaders (PSEL) and develop training, credentialing, and supplemental resources to support implementation of this professional growth system.
  • Monitor the continued implementation of DPAS-II for Administrators through training, monitoring, and auditing while also ensuring thorough data collection processes and online system implementation related to administrator evaluation.
  • Explore retention practices to ensure that Delaware's school leaders have the appropriate incentives to remain in the "best fit role" when high-performing. Develop innovations/opportunities for high-performing school leaders to continue serving in the highest-need buildings and districts.
  • Oversee the design and implementation of the School Leader Preparation Program Reports.
  • Build and maintain strong cross-department, interagency relationships, and external associations with stakeholder groups and organizations that support DOE priorities, including the management of major bids/contracts that provide extended analytic capacity.
  • Perform other duties as assigned by the Director/Associate Secretary.

Essential Qualifications and Skills

Education: Master's degree preferred in Education and/or Education Policy

Experience:
  • At least seven years of career experience in education
  • At least three years of experience developing system-level strategy preferred
  • Policy leadership, organizational leadership and/or school leadership experience preferred

Skills:
  • Outstanding interpersonal skills, written communication, and ability to influence others
  • Superior project management skills, including a demonstrated ability to problem solve effectively
  • Exceptional ability to lead the design of meaningful professional learning
  • Capable of setting priorities and working under external deadlines and public scrutiny
  • Results-oriented, with demonstrated ability to self-motivate and to work independently
  • Entrepreneurial spirit, with a demonstrated ability to start and lead new ventures in the ed. space
  • Policy analysis, including the ability to review existing legislation/regulation for opportunitiy

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
