Position Summary

Is this position exempt from overtime pay?

Yes

Manages the day-to-day operations of the Energy Conservation Office that supports and implements AACPS's programs and initiatives for energy conservation and energy monitoring. Supervises Energy Conservation Engineers who are responsible for the analysis of AACPS's current energy usage using Portfolio Manager and for the analysis and approval of utility bill payments. Responsible for monitoring AACPS's Solar Array production and coordinating with the Purchasing Department and Baltimore Regional Cooperative Purchasing Council (BRCPC) for energy purchasing and energy contracts. Translates technical data into responsive written reports that can be interpreted and understood by AACPS staff. Extensive in-county travel to schools is required.

Essential Duties & Responsibilities

Yes

1. Supervises two (2) Energy Conservation Engineers and one (1) Building Automation Systems Operator.

2. Recommends, implements, and provides oversight of sound policies directed toward energy conservation in AACPS.

3. Advises, directs and trains Energy Conservation Engineers in evaluating HVAC controls and other energy equipment for facility and school based staff to ensure effective energy measurements and related policy compliance.

4. Ensures that energy management operations are supportive of the instructional goals of AACPS, promoting a comfortable indoor climate conducive for learning while reducing energy consumption levels.

5. Maintains liaison with BRCPC, EnerNoc, BGE, Solar Vendors and United States Department of Energy's Better Building Challenge engineers and staff to achieve AACPS's energy performance goals to obtain utility rebates.

6. Performs Technical Energy Audits, develops engineering cost use and Energy Conservation Measures (ECM) pay-back calculations, and completes all associated reports. This will involve strict adherence to the school system's temperature guidelines to obtain energy savings.

7. Compiles, maintains, and analyzes all energy reports, oil consumption reports, utility billings, and other related documents required as directed by Supervisor of Operations & Logistics.

8. Works consistently with AACPS's design and construction Project Managers to develop energy efficient building designs for schools to obtain Green School status and to be LEED certified.

9. Coordinates with the Maintenance Department and outside control vendors to ensure most efficient operation of HVAC equipment.

10. Assists the Supervisor of Operations & Logistics in articulating AACPS's mission and goals in energy conservation and renewable technologies to the community and solicits the community's support in realizing the mission.

11. Performs other duties as assigned.

Education

• Bachelor's degree in mechanical engineering, engineering technology, or related field from an accredited college or university with emphasis on energy monitoring/utilization and facilities management.

• Master's degree is preferred.

Experience

• Six (6) years of experience in energy management, renewable energy technologies, mechanical engineering and/or other closely related energy fields; or an equivalent combination of education and experience deemed sufficient to prepare the applicant to successfully perform the duties of the position.

• Two (2) years of supervisory/management experience.

Knowledge, Skills, and Abilities

• Expertise in specialty.

• Demonstrated ability to direct, manage, motivate, lead, negotiate, and communicate with diverse population and multi-functional teams is needed.

• Knowledge of related federal and state laws and energy regulations.

• Knowledge of energy management software, utility bill software and other analytic tools.

• Superior knowledge of HVAC and lighting systems.

• Demonstrated initiative, organizational, and problem-solving skills.

• Excellent oral, written and presentation communication skills.

• Ability to interpret and follow written instructions and specifications.

• Ability to develop proactive programs with the judgment and skill to implement in a timely fashion is critical.

• Ability to respond to energy related emergencies when necessary.

• Demonstrated capability in managing multiple projects/tasks, effectively prioritizing tasks, communicating project/task status and ensuring timely closure of assignments.

• Ability to employ business technology tools (e.g. E-mail, AACPS Intranet, electronic benefits enrollment tool, Microsoft Office Suite, etc.).

• Satisfactory score on any test required.

Licenses/Certifications

• Professional designation of Certified Energy Manager (CEM), Energy Efficiency Practitioner (EEP) and/or Leadership in Energy and Environmental Design (LEED) or receipt of CEM, EEP or LEED within two (2) years of hire.

• Possess valid Class "C" Driver's License and a good driving record. If other than a Maryland Driver's License, must be able to obtain a valid Class "C" Driver's License within sixty (60) days from date of employment.

Physical Requirements

• Periodic exposure to adverse conditions in mechanical/boiler rooms, ceilings, roofs, crawlspaces, and under-floor areas.

• Ability to climb ladders.

• EMPLOYEE SAFTEY:

• The employee is required to use safety devices and protective equipment in order to minimize the frequency and severity of work-related accidents. Adheres to safe practices and methods in the operation of equipment and supplies related to his/her particular job.

• The employee is responsible for correcting and/or reporting any conditions within an AACPS building or grounds that may be hazardous to employees, students, or staff members assigned to the building.
