Under the direction of the Director of Finance, the Financial Services Manager is responsible for supervising the Accounting and Fixed Asset staff. The Financial Services Manager will assist in the areas of financial reporting, treasury functions, and investment functions for the School District of Pittsburgh.

Salary:
Support Exempt Salary Schedule, Level 7 (Starting at $71, 873)

FLSA Status: Exempt

Work Year: 12 months

Qualifications:
- The successful candidate will possess a Bachelor's Degree in Business Administration or related field (with a minimum of 24 credits of accounting).

- Five years of progressive experience in governmental accounting and financial reporting preferred.

- Fund accounting experience required.

- Master's degree or certification (e.g., certified public accountant) preferred.

- Ability to utilize Microsoft Office and other business-related software.

- PeopleSoft experience preferred.

- Excellent written and oral communication skills.

- Outstanding analytical and critical thinking skills.

- Ability to work productively with external auditors and vendors.

- Ability to establish and maintain effective working relationships with schools and other departments.

1. A demonstrated track record of success in managing projects from planning through implementation.

2. Strong Interpersonal Skills.

3. Strong data use/analytical skills and evaluation experience.

4. Strong financial analysis and budget development skills.

5. Project management skills including work planning, managing milestones, tasks, deadlines.

6. Excellent verbal and written communication skills and the ability to clearly distill large amounts of information.

7. Knowledge of computer software, including applications and programming to aide in developing reports, managing budgets, creating presentations, and composing correspondence.

8. Attention to detail.

Residency Requirements: City of Pittsburgh Residency Required

Essential Job Functions:
1. Complete and submit PLANCON reimbursements to State.

2. Manage Fixed Asset input and monthly roll forward.

3. Supervise issuance of P-Cards and monthly journals.

4. Maintain accurate analysis of all outstanding debt that pertains to the District as well as closed buildings.

5. Prepare and submit reimbursement of bond principal payments from the State.

6. Back up for Cash manager when necessary.

7. Review bank statements on a daily basis and review previous day wires.

8. Set-up, review and approve outgoing wires.

9. Update accurate indirect cost information and submit to State necessary schedules.

10. Assist Director of Finance in monthly closing.

11. Evaluate and score RFPs that pertain to the Finance department.

12. Prepare journal entries as needed.

13. Assist with implementation of new ERP system.

14. Assist with yearly audit, working closely with auditors.

15. Participate in the issuance of the District's Comprehensive Annual Financial Report.

16. Participate in the issuance of the District's June 30th Annual Financial Report to the Pennsylvania Department of Education.

17. Assists with the District's annual capital borrowing, including preparation of annual and transaction-specific disclosures.

18. Develops and implements policies and procedures consistent with the best practices for financial reporting.

19. Day-to-Day supervision of Accounting Staff.

20. Perform other duties as assigned.

Additional Job Information:
Physical Demands:
This position is primarily sedentary in nature. Employee will be required to operate computer system for data entry, and have the ability to complete necessary paperwork. This position requires minimum physical effort and not subjected to Occupational Health and Safety risks. Pressure and long hours are anticipated working in an environment characterized by tight timelines and highly visible and important initiatives.
