Administrator Talent Management

Position Summary:

Provides direct and/or indirect support for a wide variety of activities of Human Resources (HR) processes. Participates in the development of district HR improvement plans, while providing innovative methods to attract, develop and retain highly qualified staff. The incumbent will also advise building administrators, supervisors, or potential candidates in all HR practices, including providing essential information to applicants on laws and Oklahoma State Department of Education (OSDE) regulations. The incumbent will work with the Human Resources Information Systems (HRIS) team to ensure all electronic reporting requirements for HR are completed.

Essential Duties:
  • Analyzes, assesses, and creates a plan for improving department procedures in the collection of personnel data.
  • Provides leadership and support in completing and submitting electronic reporting requirements, monitors Human Resources compliance with Federal and State regulations and serves as primary Human Resources contact and liaison between the district and OSDE.
  • Facilitates innovative technical assistance and training all District personnel HR processes and OSDE requirements.
  • Oversees and maintains reports that are needed on an monthly, quarterly or annual basis.
  • Maintains, documentation and support for the Superintendent's office for certifying through the OSDE reporting site.
  • Serves as a point of reference and troubleshooter for colleagues who are evaluating credentials for all certified applicants for hire, transfer, and/or reassignment to ensure the accuracy of educator credentials.
  • Participates in the recruiting of teachers, substitutes, other certified professionals and classroom support staff through a variety of means, including but not limited to, job fairs, college visits, job search engines and social media.
  • Counsels applicants regarding requirements for hire, transfer, and/or reassignment regarding eligibility, credentials, and certification.
  • Assists with the acquisition of all needed documents, from new and existing employees to include all federally and state mandated requirements, such as background checks and I-9 documents.
  • Facilitates the navigation of various systems, distributes, and interprets reports generated from the systems to principals and other leaders within the district to enable decision making related primarily to staffing.
  • Analyzes, updates, and maintains Human Resources forms and documents to ensure accurate collection and transference of employee information.
  • Assists with the resolution of complaints and concerns related to the employment and assignment of staff.
  • Interprets Board policy and regulations pertaining to the employment, assignment, compensation and termination of district staff.
  • Performs other duties as assigned.

Job Specifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required):
  • Bachelor's Degree in Human Resources, Business Administration, or related field
  • Four (4) years of relevant experience preferably working within an Oklahoma School District's HR Department
  • Strong understanding of interviewing types and biases, performance management, benefit administration laws, conflict resolution, and employment law.
  • Must have excellent skills within MS Office and job search engines.
  • Excellent communication skills, both oral and written are essential; presentation skills are also highly desirable.
  • Ability to work independently as well as collaboratively as part of a team is essential. Must be effective in either mode, displaying exceptional interpersonal and decision making skills.
  • Travel required between sites and out of state and could include overnight stay for recruiting events (less than 10%).
  • PHR Certification is preferred.

*Relevant experience may be substituted for formal education at a 2:1 ratio. Therefore, for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.
