  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST III
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with course work in public administration, management accounting, and research and statistics. Pilot Education Substitutions:
    1. One year of directly relevant experience may be substituted for each year of required education. For example: If a candidate has no college degree or credits, it will be acceptable to substitute four years of relevant experience for the Bachelor's degree. The relevant work experience must be specifically in the area of education policy, planning, and/or innovation as described in the position description.
    2. If the bachelor's degree is not in the political science or business administration, OR if the candidate does not have passed at least two courses (6 credits) in public administration, accounting and/or research and statistics, 3 years of directly relevant experience can be substituted. The relevant work experience must be specifically in the area of public administration (in role of responsibility), management accounting, research and/or statistics. [does not need to be in education].
    3. If candidate has higher degree (e.g., masters, doctorate or graduate certificate) in any area, relevant course work - minimum of two courses in public administration, management accounting and/or research and statistics--is sufficient.
    4. If candidate has higher degree (e.g., masters, doctorate or graduate certificate) in any area, each year of directly relevant work experience (in education policy, planning and/or innovation as described in position description) may be substituted for degree in specified area provided that the experience or coursework includes management accounting, research and/or statistics.
    Experience: Seven (7) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency, or system. Pilot Experience Substitutions:
    1. Overall professional work experience: A master's degree in business, education or public administration or closely related field can be substituted for two (2) years of work experience (but not towards experience in an education program, agency or system). A doctoral degree in business, education or public administration or closely related field can be substituted for one (1) additional year of work experience beyond the masters (for a total of 3 years).
    2. Experience in education program, agency or system: The education requirement can be fulfilled by experience at any level of education--early childhood, K-12, or higher education. The requirement for one (1) year of experience in an education program, agency, or system can be substituted with:
      a. Three (3) years of progressively responsible experience in complex organizations working specifically on planning, implementation and evaluation of policy, planning and/or innovation, such as strategic planning, program evaluation, performance management. (or appropriate fraction of 1 education /7 work years in education for 5 non education /3 education years); OR b. Five (5) years as a teacher, three (3) years in a formal role as teacher leader, or a minimum of one (1) year as an educational administrator in a leadership role (e.g., VP, principal, complex area leader).

    Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; education policy reform best practices; laws, rules, regulations, and administrative procedures pertinent to the area(s) of assignment.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines; synthesize and provide technical assistance on education policy reforms.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the PIPE Director of the Policy, Innovation, Planning and Evaluation Section, the Institutional Analyst III:
    1. Provides oversight, guidance, and management of the Institutional Analyst II positions of the PIPE Branch. This may include assisting with workflow management, reviewing work product of the Institutional Analyst IIs, and assisting the Director as needed.
    2. Supports PIPE's general mission by supporting cross-office projects, cultivating partnerships with external stakeholders and organizations, and facilitating planning meetings. Develops creative solutions to program implementation challenges, preparing memos, presentations, briefing materials, and reports to communicate and summarize findings and recommendations to appropriate audiences. Provides project or program management, as required.
    3. Oversees the implementation of DOE's internal performance management system for strategic and operational priorities and other evaluation functions. Provides consultative services on performance management best practices to state office and complex area staff including but not limited to support for identification of program goals, benchmarks, and outcome measures. Assists with various planning initiatives and functions.
    4. Stays abreast of cutting edge innovations occurring organically in schools, complex areas, and in other states and districts. Develops recommendations for strategic projects to pilot and incubate before developing recommendations to scale. Provides leadership that supports direction setting and strategic project incubation. This may include coaching and working with staff to facilitate implementation of projects on-time, on-budget, with outcome data.
    5. Coordinates with other DOE offices and the Charter School Commission; cultivates, secures, and maintains partnerships with community stakeholders and organizations; develops and supports processes and plans for identifying, documenting, and communicating outcomes; and collaborates to develop creative solutions to program implementation challenges.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-8, $97,546 to $138,086. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $97,546.
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
