  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term vicing appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: INFORMATION SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in management information systems. PILOT Substitutions for Education: 1. Bachelor's degree from an accredited college or university plus two (2) years of significant on-the-job training in information and computer sciences or management information systems. 2. Bachelor's degree from an accredited college of university plus two (2) years of directly relevant experience in information privacy laws, access, release of information, and release control technologies.
    Experience:Four (4) years of responsible professional work experience in management information systems, systems analysis and/or computer programming of which one (1) year shall have been in an education program, agency or system. PILOT Substitutions for Experience: 1. A master's degree in information and computer sciences or management information systems may be used to satisfy two (2) of the four (4) required years of professional work experience. 2. A juris doctorate may be used to satisfy two (2) of the four (4) required years of professional work experience.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Business statistics; computer-based information systems; programming application systems; computer and data systems; information systems in organizations; information systems analysis and design; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Ability to: Plan and carry out student records and information management including enrollment projections; communicate effectively with others both orally and in writing; operate computer and other business machines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Institutional Analyst III, of the Data Governance and Analysis Branch, the Information Specialist II:
    1. Serves as the DOE FERPA information security and privacy technical expert in developing and interpreting policy and federal law as it relates to information release, security and control of student records. Serves as the expert and technical lead in implementing guidelines, developing and distributing procedures and guidelines in records maintenance and retention to ensure proper security, review and control.
    2. Provides training to DOE offices and schools relating to the day-to-day administration of FERPA and records maintenance, retention, security and access. Develops internal administrative procedures to ensure proper access, security and control. Coordinates efforts with the Standard Practices Office to ensure appropriate guidelines and procedures development and distribution.
    3. Prepares and updates annual FERPA reports; maintains and updates FERPA information and resources on the DOE website in a timely and effective manner for clarity of information distribution.
    4. Speaks on behalf of the DOE as the FERPA information security and privacy expert in dealing with: other State agencies, including the Office of Information Practices, data sharing both internally and externally, media via the Communications Office, longitudinal data, etc.
    5. Provides technical assistance to schools, complex areas, and state offices on maintaining the confidentiality of electronic and hard-copy records. Serves as project lead to digitize DOE records and documents. Works as project leader with team members to develop timelines; identify outcomes; coordinate efforts with State of Hawaii Archives, DOE offices and schools; develop performance expectations; success indicators; and procurement efforts to ensure cutting edge technology efforts.
    6. Keeps abreast of FERPA and Protection of Pupil Rights Amendment Act (PPRA) state and federal laws. Serves as the primary contact person with the Federal government and the DOE's research request to review process to address questions, concerns in terms of interpreting federal law, its application and from external and internal researchers.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $93,564 to $132,447. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $93,564.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure."
