  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: COMMUNICATIONS SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in communication or journalism which included coursework in public relations, speech, marketing, advertising and social psychology.
    Experience: Four (4) years of responsible professional work experience in communications, journalism, and or public relations of which one (1) year shall have been in an educational program, agency or system.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Communication principles; expository writing; communications media in theory and practice; news writing and photojournalism; current practices and problems in public relations; writing for public relations; social psychology; laws, rules, regulations and administrative procedures pertinent to area(s) of assignment.
    Ability to: Deal effectively with the public and the media to provide information and/or make appropriate referrals; draft and edit news releases; communicate effectively with others both orally and in writing; operate computer and other business machines; operate still and video cameras.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Director of the Communications Office, the Communications Specialist II:
    1. Gathers, researches, writes and edits print, web and broadcast content to showcase schools, programs and progress. Writes and reports for timely posting of HIDOE activities and progress. Writes copy for print materials, including but not limited to ads, fliers, post card mailers, pamphlets, reports, signage, newsletters and other print collateral.
    2. Works closely with the Director of Communications and other Communications Specialists to plan, organize, design, edit and proofread content for dissemination in print and electronic formats. Ensures accuracy, clarity, coherence, and consistency of language for all materials.
    3. Works in cooperation with the Director of Communications to strategically plan messaging, content, organization, format, and dissemination of information to internal and external audiences. Aligns content of print materials with information posted on the HIDOE website and social media.
    4. Works in cooperation with the Web manager to prepare timely, accurate, interesting and informative copy on department and school web pages. Writes, edits and proof-reads content for use in digital communications, social media and internal materials.
    5. Assists with conference/event logistics; assists with award ceremonies and provides team support where necessary.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $93,564 to $132,447. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $93,564.
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
