Job Summary
Oversees the purchase, sale and lease of real property. Responsible for the sale of properties declared unused and unnecessary by the School District of Philadelphia's governing body. Supervises third party technical staff to complete appraisals, market the properties, complete analysis to vet and recommended buyers, and coordinates with the Office of General Counsel to draft the Agreement of Sale. Manage School District leases to support ancillary campuses for District operated schools, Alternative Education and Early Childhood Education programs. Meets with property owners and performs site visits to monitor operations and resolve conflicts. Manages the marketing and leasing of School District owned surplus properties made available for lease by charter organizations, government entities, not for profit organizations, and/or other qualifying agencies. Coordinates with the Office of Capital Programs on the sale or acquisition of property to support the multiyear capital improvement plan.
Essential Functions
  • Plans, assigns, coordinates and reviews the work of technical and clerical staff engaged in activities that facilitate the acquisition and lease of real property.
  • Oversees the process of surveying and inspecting sites proposed for lease or purchase by the District; ensures that properties adhere to governmental codes and regulations.
  • Negotiates lease, purchase and sale arrangements for all District-owned real property.
  • Manages internal payment process to landlords and utility companies for leased property in a timely manner.
  • Coordinates services between District departments, governmental agencies, and civic, religious and community groups and other stakeholders relating to development of District-owned property.
  • Participates in the development and preparation of long-range facility plans for leased facilities in conjunction with the District's Annual Capital Improvement Plan.
  • Locates properties for purchase or lease in selected areas as needed; develops criteria and cost estimates for leased properties for budget purposes; locates surplus space in an effort to eliminate leased facilities; makes cogent recommendations for the disposition of surplus land and buildings; obtains independent appraisal and valuation estimates and prepares recommendations for use for consideration by senior and executive District management.
  • Surveys properties to see if they meet standards for proposed lease or purchase needs; conducts detailed inspections of properties proposed for use as administrative or educational facilities to ensure conformance to building and fire codes and related ordinances; identifies nature and extent of violations or other improper or unsafe conditions; notifies owner of findings and advises on means of correcting violations prior to acquisition.
  • Contracts appraisers to survey prospective properties and submit cost estimations; reviews appraisal and research data for reliability and accuracy; arranges to have environmental studies performed on properties proposed for lease or purchase.
  • Confers with property owners or their agents regarding lease or purchase of sites; conducts negotiations for leases and acquisitions based on current market values, property appraisals and/or inspections.
  • Coordinates activities involved in the renovation of leased facilities, including the drawing up of architectural plans, obtaining bids and permits, and contracting inspectors; monitors on-going projects for adherence to specifications; ensures completion of work prior to approving payment for services.
  • Plans and coordinates the occupancy process for leased facilities, including proving for various in-house and outside services, as well as for the acquisition and transportation of furniture and equipment; coordinates the closing up and moving out of leased facilities, including contacting the movers, administrators, and various offices that will be involved in restoring the property to its original condition.
  • Prepares and maintains the District's leased facilities budget, including the preparation and submission of proposal to cover costs of services required for the acquisition, renovation and maintenance of leased facilities; prepares resolutions fro Board approval detailing costs and specifications of projects.
  • Monitors leased properties to ensure adherence to various code regulations; tracks problems to ensure swift resolution and continued compliance with approved standards; maintains contact with lessors to correct problems that arise.
  • Monitors the maintenance of records of District-owned vacant property and land banks to ensure continued adherence to various governmental codes; meets with community groups regarding ownership of property.
  • Serves as a liaison between governmental agencies, civic and community groups and the District in matters relating to lease and purchase of property; explains and interprets policies and programs to staff, private and civic organizations and the general public; serves on various committees as the District's representative to community groups in affairs relating to the District's involvement in the community.
Minimum Requirements
  • Bachelor's degree program at an accredited college or university.
  • Six years of full-time, paid, professional real estate sales/leasing and/or commercial property management experience all of which must have been completed with properties located within the geographic limits of the City of Philadelphia.
  • All work experience related to the position must be included on the resume.

  • plan and coordinate the activities of workers involved in renovation of leased facilities.
  • assess property value.
  • analyze problems concerning space and/or site development and utilization, and to make cogent recommendations for efficient use.
  • negotiate and carry to completion the most complex real estate transactions.

  • maintain accurate records and prepare reports,
  • establish and maintain effective working relationships.

Certificates/Licenses
Possession of a proper class license valid to operate a motor vehicle in the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Real Management Administrator.

Additional Job Information: This is a non-represented position. The salary grade for this role is 4030.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
