  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: BUDGET SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in business administration which included course work in accounting, decision sciences and management.
    Experience:Four (4) years of responsible professional work experience in budgeting, accounting or auditing of which one year shall have been in an education program, agency or system.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Government accounting, including budgetary control and fund accounting systems and principles; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area or areas of assignment.
    Ability to:Perform a variety of professional budgeting functions including complex analysis and report preparation, development of department-wide guidelines and procedures, and providing consultation to state, district and school officials; communicate effectively with others both orally and in writing; operate computer, 10-key adding machine and other business machines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Budget Specialist III of the Budget Preparation Section, the Budget Specialist II:
    1. Reviews, analyzes, and develops the operating biennial and supplemental budgets for programs as assigned by the Budget Specialist III. Assists in writing and disseminating budget preparation instructions, forms, and program structure for DOE; examines legislative, executive and departmental policies affecting the budgets; reviews and analyzes budget requests for accuracy, adequate justification, and adherence to standards; recommends appropriate alternatives to meet the Department's budget requirements; consolidates and summarizes budgets into larger program aggregates; works with the Department of Budget and Finance in their review of our budgets; reviews and evaluates all adjustments made to the Department's budget by the Governor or Legislature and makes necessary corrections to the budget; and analyzes all changes and proposed changes to the departmental budget to determine the impact such changes will have on our operations.
    2. Analyzes budget-to-actual financial information for budget programs, and makes recommendations for improvements in financial efficiency and effectiveness.
    3. Provides technical and consultative services to state, district, and school staffs, Board members, and other personnel on any facet of budgeting including the development of budget requests, position control system, and other such budget processes. Consultative and information services include interpretation of budget procedures, clarification of budget policies, writing and disseminating manuals and booklets on budgeting, conducting in-service training sessions, and writing and giving formal informational reports on the status of DOE's budget or budget procedures.
    4. Develops biennium budget salary projections by coordinating with Information Systems Services Branch (ISSB) to download personnel files, reconciling information to appropriation, analyzing differences, work with educational specialists and other program managers to resolve differences, and make necessary adjustments to conform to appropriation and bargaining unit salary tables.
    5. Researches and writes memos, testimonies, and reports for the Superintendent, the Board, the Governor, the Legislature, and other internal and external offices on budget related issues, and serves as resource staff for specific programs during Board, executive or legislative review of budget and legislative proposals or policies.
    6. Assists with the development and implementation of guidelines and procedures related to the Department's system of position control of classified positions. Reviews classified position actions for assigned programs related to establishment of positions, extension, redescription, reallocation, and changing of accounting codes to determine whether the actions are in accordance with appropriations by the Legislature and budget execution policies of the Governor, Board of Education, and Department of Education. Identifies discrepancies between budgeted and established positions and works with educational specialists and other program managers to resolve differences.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $93,564 to $132,447. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $93,564.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
