Facility Planning, Design & Construction
Exempt
Position Summary:
Under the supervision of the Supervisor of Facility Planning, Design and Construction, with secondary
responsibilities to the Assistant Superintendent for Facility Planning, Design and Construction, the Project
Manager will perform multiple tasks related to the management of design and construction of school
division facilities to include new construction, renovations, additions, and repair and maintenance projects
and other facility related project management duties as assigned.
In addition, the Project Manager will interact with and assist the Operation and Maintenance Department,
project contractors, architects, engineers, and county, state and federal authorities to facilitate the
completion of assigned projects. This position is also responsible for planning, coordinating and directing
the acquisition of building communication, telephone, and all educational furniture and equipment for
construction projects.
Qualifications:
1. Hold at a least a high school diploma, or any combination of education and experience equivalent to
graduating from high school; post high school courses in engineering, construction, and building
trades. Bachelor's degree in engineering or construction preferred.
2. Experience in engineering, construction, construction inspection and building trades required.
3. Possess a valid Virginia driver's license.
4. Travel short distances in own vehicle required.
5. Ongoing evidence of mental and physical competence to perform assigned responsibilities may be
required from a qualified physician.
6. An applicant who has had prior experience in a related position must have a performance rating
acceptable to Stafford County Public Schools for such experience.
Knowledge, Skills, and Abilities:
1. Demonstrate good character and leadership skills.
2. Demonstrate initiative, resourcefulness and ability to work independently.
3. Demonstrate ability to effectively communicate with administrators and elected officials, both
orally and in writing, to convey information and decision presentations/materials.
4. Demonstrate effective time management and organizational skills.
5. Demonstrate ability to assess day-to-day priorities and effectively complete required tasks.
6. Demonstrate ability to follow oral and written directions including a thorough knowledge of
English grammar and usage.
7. Demonstrate knowledge of local, state and BOCA building codes.
8. Demonstrate ability to use current Windows Operating Systems, Microsoft Office with emphasis
on Access data base, Excel spreadsheets, Word processing, and Power Point graphics.
9. Demonstrate ability to read, interpret and understand architectural, civil, structural, mechanical/
electrical plans, specifications, and other construction-related documents.
10. Demonstrate ability to perform detailed construction inspections.
11. Demonstrate ability to develop and maintain a database which serves to facilitate project budget
input and efficient use of the Division's facilities.
12. Demonstrate knowledge of current mandated safety and environmental regulations and standards
such as EPA, OSHA, AHERA, IAQ and Hazard Communications.
13. Demonstrate ability to work cooperatively and positively with the school board, administration,
faculty, architects, engineers, contractors, community, and state, county and federal authorities.

14. Must be familiar with mechanical, plumbing and electrical systems, equipment and furnishings
used in commercial construction with an emphasis in school systems being desirable.
15. Demonstrate ability to establish and maintain good working relationships with others.
Key Duties and Responsibilities:
1. Coordinate school construction and renovation projects in the school division.
2. Conduct on-site inspections and manages construction progress as a basis for determining
conformance of work, materials and equipment with the contract documents.
3. Monitor the construction schedule and conditions which may cause delays in completion, and
report same to the A/E, and/or the Supervisor and Assistant Superintendent for Facility Planning,
Design and Construction.
4. Assist in the preparation of procurement bid documents and specifications and bid evaluations
related to all construction projects and professional consulting services.
5. Evaluate suggestions or recommendations which may be submitted by contract or to the A/E and
report them with recommendations to the Supervisor and/or Assistant Superintendent for Facility
Planning, Design and Construction.
6. Review equipment specifications and cost estimates for major replacements and/or renovations.
7. Perform final walk-through inspections for all upgrades, renovations and new construction
projects as owner's representative.
8. Assist in preparation of school board agenda items.
9. Attend and report to the Supervisor and/or Assistant Superintendent for Facility Planning, Design
and Construction on conferences held at the project site by the A/E and general contractor.
10. Maintain orderly files for all projects assigned in conformance with department's file plan.
11. Review with A/E the application for payment submitted by the contractors prior to approval and
disposition. Submit conference notes.
12. Report immediately to the A/E and Supervisor and/or Assistant Superintendent for Facility
Planning, Design and Construction any situation that arises during the site work and construction
phases which in your view requires that work be rejected.
13. Maintain an updated set of construction prints for all projects.
14. Attend all meetings pertaining to the various projects and planning.
15. Serve on any committees and attend school board, pre-construction and pre-bid meetings as the
Supervisor and/or Assistant Superintendent for Facility Planning, Design and Construction may
direct.
16. Plan, coordinate, and direct the acquisition of building communication, telephone and all
educational furniture and equipment for assigned projects.
17. Adhere to guidelines of confidentiality as outlined in federal and state laws and School Board
Policies and Procedures.
18. Maintain a record of appropriate attendance and punctuality.
19. Must work in close harmony with colleagues, supervisors, and co-workers.
20. Maintain a clean, neat appearance, appropriate to position.
21. Actively pursue professional growth activities to include learning and integrating technology.
22. Serve as an optimal role model for students, colleagues and the general public.
23. Comply with all district and school policies and regulations.
24. Perform other duties as assigned.

Position Summary:
