Department Description:

Under the supervision of the Supervisor of Purchasing and Supply Services, the Senior Buyer will administer the centralized procurement functions of the schools system, which includes formal bidding and complex procurement methods that require a high degree of experience, knowledge, professionalism, and administration. The work involves collaboration with school administrators and other office/division heads. This position is responsible for the procurement of materials, supplies, equipment and services in accordance with federal, state and local jurisdiction contracts procurement regulations and guidelines. The ability to thrive in a fast paced environment is essential.

This is a 12 Month ASASP Unit III Position - Table 900 - Grade 26

Salary Range: $55,715 - $100,413

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Administers a wide variety of complex and specialized solicitations and/or specification development. Contracts typically awarded and administered usually include technology/telecommunication services, construction and facilities maintenance and related services, academic and administrative services, purchasing card services, supplies and equipment;
  • Conducts formal and informal bid processes through utilization of multiple procurement methods; Invitation for Bid (IFB) Request for Quote (RFQ) and Request for Proposal (RFP);
  • Conducts pre-bid and pre-proposal meetings and bid openings. Coordinate and facilitate the activities of evaluation committees;
  • Confers with school administrators and office heads to prepare contract documents for designated specifications and prepare highly technical and complex specifications, contracts and solicitation documents including all related research and evaluation;
  • Confers with suppliers, contractors and consultants to acquaint them with procurement policies and procedures and to obtain information on required products and services;
  • Performs contract administration, including liaison between suppliers and departments, compliance with contract terms and conditions, compliance with grant requirements, negotiation of contract amendments, extensions and change orders. Analyze cost and price data from vendors;
  • Prepares and analyze competitive sealed bids and proposals, requests for quotations and requests for statements of qualifications;
  • Prepares date for staff officers to assist with the preparation of budget request or planning of future purchases;
  • Prepares semi-annual vendor performance and procurement contract evaluations to insure compliance;
  • Prepares and maintains accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence and related follow-up;
  • Analyzes current procurement activities and recommend improvements through more efficient procurement methods, e-procurement, quantity discounts, standardization, value analysis or cooperative purchasing. Serves as the initial level of mediation of disputes regarding the selection of the award bidders and issues of vendor performance, and prepares appropriate documentation of the conference and rulings within the appeal process procedures;
  • Engages in procurement planning with schools and departments. Routinely meet and communicate with schools and departments in order to identify and provide high quality service to meet service delivery requirements on a timely basis. Provide accurate, complete and up-to-date information in a courteous, efficient and timely manner;
  • Attends the monthly, bi-monthly and/or weekly meetings for the designated commodities and services for the successful procurement of all products for the opening of schools;
  • Attends staff, and client meetings as well as committees involving other schools districts or group procurement efforts. Assists with procurement issues;
  • Attends trade association meetings and seminars and is an active member if related professional associations;
  • Reviews and executes contracts, purchase orders, change orders and other documents within delegated authority;
  • Maintains the integrity of the public procurement process;
  • Provides guidance and assistance to other employees, as needed/required; and
  • Performs other duties as assigned.


  • Job Requirements:

  • Demonstrated knowledge of established, recognized purchasing practices, procedures, methods, and strategies to include federal, state, and local jurisdiction contracts procurement regulations and guidelines, specifically related to public purchasing;
  • Demonstrated experience in mediation of disputes regarding the selection of the award bidders and issues of vendor performance, and appeals;
  • Considerable knowledge of contract documents, solicitation methods and contract administration related to procurement;
  • Considerable skill in researching and preparing highly complex specifications, solicitations and contract documents;
  • Good knowledge of law, policies and procedures governing public procurement;
  • Knowledge of large scale purchasing methods and procedures including buying, inspecting and shipping methods;
  • Knowledge of the various grades and qualities of commodities purchasable;
  • Knowledge of sources of supply, markets, and price trends;
  • Knowledge of the laws, ordinances, rules and regulations governing the purchase of commodities and services for the school system;
  • Knowledge of the needs of organizational units served; Knowledge of store-keeping methods and practice;
  • Knowledge and experience, bidding, negotiating and contracting construction and/or facilities maintenance and IT related services;
  • Extensive experience in Microsoft Office and a working knowledge of functionality of ERP systems;
  • Ability to prepare technical specifications and invitations to bid and to analyze bids;
  • Ability to develop and maintain effective and cooperative working relationships with vendors, departments, employees and the general public;
  • Ability to plan, layout and assist with the supervision of a staff or professional and clerical employees;
  • Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner;
  • Ability to use judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature;
  • Ability to multitask and work effectively, independently and in teams, ensuring timely completion of assignments and meeting established quality standards;
  • Superior interpersonal skills, including the ability to interact in a professional manner with senior level administration and teammates during periods of high stress and tight deadlines;
  • Strategic critical thinker with strong decision making skills with a critical eye for detail and high standards of accuracy in exercising duties and responsibilities;

  • EDUCATION REQUIREMENTS:

    Bachelor's degree from an accredited college or university in Business Administration. A minimum of five (5) years? experience reflecting progressive responsibilities in a senior level or directly related field. Consideration may be given to candidates with a minimum of five (5) years of experience in Purchasing.

    CERTIFICATION REQUIREMENTS:

    Certified Professional Public Buyer (CPPB) or equivalent certifications, or the ability to obtain the CPPB within two (2) years of hire.

    SUPERVISORY RESPONSIBILITIES:

    No direct supervisory responsibilities.
