Job Summary
Oversees programmatic activities and coordinates, plans and provides direction to staff engaged in STEP activities to improve behavioral health services. Manages and oversees through subordinate staff, day-to-day activities in cultivating deep expertise to ensure wellness for all youth and ensuring that families have the information, services and support they need to help their children to be successful.
Essential Functions
  • Coordinates and provides guidance to staff engaged in various activities, which support the STEP program; establishes areas of responsibility for subordinate staff and monitors their specific elements of accountability.
  • Provides guidance to staff in the development of specific and coordinated work plans; ensures that activities are executed in accordance with established timelines.
  • Works with offices across the School District of Philadelphia to ensure that activities are implemented in accordance with established policies, procedures and mandates.
  • Ensures that work plans are executed in accordance with established timelines.
  • Collects and manages a wide range of program implementation and outcome data.
  • Collaborates with internal and external stakeholders to report on STEP activities.
  • Ensures that data is collected and maintained; assists with the evaluation of the program's effectiveness; maintains appropriate records and reports on program activities.
  • Assists in the oversight of daily operations; troubleshoot problems; researches and resolves administrative issues.
  • Monitors and ensures program compliance as outlined in the program design, including Medicaid compliance for documentation and claims submissions.
  • Serves as the central office point of contact for the STEP program.
  • Represents the STEP program at interoffice meetings.
  • Assists with the resolution of complex procedural issues.
  • Supervises the STEP school-based team.
  • Coordinates and provides training and development for the STEP school-based team.
Minimum Requirements
  • Master's degree from an accredited college or university.
  • Five years of full-time, paid, professional experience in project management or program implementation involving grants.
OR
  • Bachelor's degree from an accredited college or university.
  • Seven years of full-time, paid, professional experience in project management or program implementation involving grants.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the methods and techniques used in effective program planning, design and administration.
  • administrative and budgetary practices and procedures.
  • the current methods, processes and techniques utilized in the implementation of program initiatives.
  • the methods used to develop contracts and manage external resources.
Ability to:
  • assess the effectiveness of programmatic activities and to make recommendations for modifications as needed.
  • conduct research and analyze data.
  • maintain records and prepare reports.
  • develop and facilitate presentations.
  • use a personal computer.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a non-represented position. The salary grade for this role is 4026.

The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
