JOB SUMMARY

Chicago Public Schools (CPS) is the third largest school district in the United States, serving approximately 392,000 students at 482 elementary schools, 122 high schools, and 120 charter or

contract schools. CPS employs more than 40,000 people, more than half of whom are teachers.

The Manager of Career and Technical Education (CTE) Business Operations will manage a team of Business Support Operations personnel to drive the successful development, management and reporting on CTE's budget and facility needs. The CTE Business Operations unit is responsible for ensuring the accurate and efficient execution of all business support functions, including budget purchasing, CTE facilities and equipment management, travel, board reports, extended day payroll, and business process development and improvement. As part of that responsibility, the Manager will work closely with the Office of Management & Budget and Grants Management to ensure that effective budget management tools and practices are in place and ensure strict adherence to CTE grant. All CTE funds must be used for program-specific, up-to-date, industry standard equipment, instructional supplies and materials to meet the programmatic needs of students. This position reports to the CTE Director and supports CTE Managers, Program Coordinators and other CTE staff with all facets of budget, procurement and program support needs.

TYPICAL DUTIES:

  • Drive the development and ongoing review and monitoring of CTE's budget. This includes extensive collaboration and coordination with all CTE staff and central office units such as Office of Management and Budget, Grants Management, General Revenue and Procurement.
  • Manage 2 CTE Business Operations personnel, driving toward effective implementation of CTE's budget and aligning to district and State policies.
  • Drive completion and reporting of annual grant submissions, amendments and end of year reporting to ISBE and other funding agencies.
  • Assist Director in monitoring/assessing the productivity of internal processes, refining for improvements, and establishing ways to maximize training and development to CTE staff and school business managers.
  • Develop and manage to project planning tools, processes, and structures to support high-quality and consistent implementation standards with respect to all CTE programs.
  • Drive the implementation of a comprehensive budgeting model for all CTE program clusters in collaboration with Business Operations team and CTE Managers based on baseline needs of CTE program labs.
  • Regularly analyze program effectiveness and drive toward process improvements and fiscal integrity.
  • Ensure accurate execution of department purchasing processes, and monitor and assess processes for efficiency improvements
  • Facilitate the development and maintenance of state of the art CTE labs citywide, in partnership with CTE Program Manager and CPS Operations department. Develop budgets for all classrooms, implement and monitor budgets, assist with lab design, assist with equipment transfers when program closures and expansions occur, and monitor ongoing lab maintenance and facilitate issue resolution as needed.
  • Ensure all CTE College and Career Academy build-outs are within capital and grant budget limits while delivering results on time.
  • Provide support and direction for all CTE board reports, bid and CPOR requests. Work closely with Program Manager as well as Procurement, Law, OMB, OBD and the Board office to ensure successful and timely completion and approval.
  • Drive program and staff budget development as well as timely and appropriate expenditure of funds.
  • Supervise CTE school-level spending and assist in the management of all financial transactions to ensure all funds are spent in accordance with grant guidelines.
  • Train Business Managers and CTE teachers on all grant guidelines and ensure fiscal integrity by monitoring all spending.
  • Partner with Procurement Department to establish strategic source vendors for CTE programs.
  • Work with the CTE staff to update and/or create departmental fiscal and payroll policies and procedures.
  • Manage and supervise budgetary activities like spending plans, purchasing, payroll, reimbursements, etc. for all CTE funding.
  • Act as primary department liaison for CTE with OMB, HR, Payroll, Purchasing, Accounts Payable, Grants Management and General Revenue. Establish strong relationships with all departments and provide timely response to requests for information.


QUALIFICATIONS:

  • Bachelors degree required; Masters Degree preferred
  • Five or more years of professional experience.
  • Experience in a large organization, driving complex projects.
  • Demonstrated ability to effectively communicate with multiple levels of management and address challenges in a constructive manner.
  • Ability to plan, prioritize , assign and manage the work of professional staff.
  • Ability to evaluate situations and make decisions.
  • Ability to communicate and interact effectively with all levels of personnel.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Project planning capabilities, including ability to establish long-term vision and goals, and experience in aligning and managing activities toward execution of identified goals.
  • Experience managing/administering budgets and conducting audits.
  • Some level of experience with inventory management desired.
  • Strong knowledge of Oracle and other CPS databases, or ability to learn these quickly.
  • Ability to develop high-performing teams united around a clear vision for serving staff and schools.
  • Strategic thinker with an ability to drive cross-functional teams toward continuous process improvements.
  • Ability to acclimate to changing needs and drive value-added results for large programs/ processes over a short period of time.
  • Ability to build trusting relationships and function effectively with all stakeholders; both at the school and central office level.
  • Self-starter with ability to conduct multiple projects concurrently, both independently and as a member of a collaborative team.
  • Ability and willingness to learn and quickly adapt amidst new and shifting priorities.
  • Exceptional written, verbal, organizational, and budgetary skills.
  • A track record of success as demonstrated by superior academic and professional achievement.
  • Some knowledge of career and technical education and grants management including Perkins grant guidelines a plus.
