Job Summary
Provides direction and support services to the nurses of the School District of Philadelphia. Develops, implements and manages nursing policies and protocol for the students attending schools in the District as well as some non-public schools in the City of Philadelphia. Oversees the development of policies and procedures that represent the School District's response to existing and emerging health issues. Ensure the appropriate utilization of resources to achieve operational excellence. Participates with the executive staff in the review and allocation of resources to meet new, continuing or changing programs or priorities.
Essential Functions
  • Establishes areas of responsibility for the School Health Coordinators and monitors their specific elements of accountability; directs the work of the School Health Coordinators; plans, develops and organizes the operational functions of the nursing staff; evaluates programs to assess and improve the quality of nursing care.
  • Monitors the implementation of District policies, procedures, special initiatives and community partnerships; reports findings to the Medical Director.
  • Develops and oversees the orientation process for new nurse hires.
  • Monitors the maintenance of certification and training of all nurses in CPR, child abuse, infection control procedures and all other mandatory certifications as dictated by School District, local, state or federal mandates.
  • Participates in the development of policies and procedures relevant to nursing practice and the health management of children while in school.
  • Utilizes the Student Information System (SIS) for the generation of internal reports to monitor school compliance with essential public health surveillance mandates.
  • Develops relationships with community health providers in order to optimize in school management of children with chronic disease.
  • Oversees the development and administration of nursing education activities.
  • Coordinates the development of quality improvement projects using evidenced based methods to promote ongoing practice improvements in school health and to maintain acceptable standards of nursing practice.
  • Collaborates with the Medical Director in areas of communicable disease and public health related concerns in school settings.
  • Collaborates with the Medical Director in reviewing and developing nursing manuals, protocols, guides, website and other materials relevant to the administration of nursing services.
  • Assists the Medical Director with the development of Student Health Services priorities and in the coordination and planning for programmatic activities.
Minimum Requirements
  • Master's degree program from an accredited college or university in nursing.
  • Five years of full-time, paid, professional administrative experience in school health, three of which have been in a supervisory or administrative capacity and has involved clinical leadership in public health.

Demonstrated knowledge of:
  • the current practices, methods and techniques utilized in the implementation of public health initiatives.
  • current and anticipated issues in public health that may affect schools and communities, such as but not limited to planning for school-based public health emergencies and disaster response.
  • universal nursing procedures.
  • legal and risk management issues that impact the schools.
  • supervisory methods and techniques.
  • the current uses and capabilities of personal computers and their software applications.

Demonstrated skill in:
  • nursing to ensure quality health care.
Demonstrated ability to:
  • plan and direct nursing services.
  • develop, interpret, apply, and explain policies, procedures, regulations and legislative mandates.
  • interpret all relevant District and federal rules and regulations concerning program administration.
  • interpret all District policies and procedures related to the grant process, application and implementation as well as contract development and vendor management.
  • exercise discretion and tact in dealing with sensitive situations.
  • manage and interpret data.
  • plan and direct the activities of staff.
  • evaluate and assess the outcome and effectiveness of special initiatives and community partnerships.
  • guide and channel resources, ideas and recommendations for problem solution and program refinement.
  • use MS Word, Excel, and PowerPoint.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Certificates/Licenses
  • Possession of a valid Commonwealth of Pennsylvania certificate for School Nurse.
  • Possession of a valid Registered Nurse license issued by the State board of Nursing, Commonwealth of Pennsylvania.


Additional Job Information: This is a non-represented position. The salary grade for this role is 4030.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
