The Office of Capital Programs (OCP) is responsible for identifying and prioritizing capital work within the School District of Philadelphia. This includes maintaining the physical integrity of existing facilities, constructing new buildings, and renovating existing facilities to accommodate the educational needs of the District. OCP shares responsibility for the long term upkeep and replacement of critical building systems over 25.6 million square feet including 494 buildings, annexes, administrative buildings, and athletic fields.
OCP works closely to coordinate our work with staff from the Office of Facilities and Maintenance, Office of Environmental Management Services, Office of Real Property, and Office of General Counsel.
The basis for the budget for the Office of Capital Programs is the sale of bonds usually repayable with interest over 30 years. The capital budget is also the basis for the multiyear Capital Improvement Program (CIP). Projects are selected for inclusion in the CIP using building condition assessment reports, work order and deferred maintenance data, field maintenance employee input and the priorities identified in the Superintendent's strategic plan. Each year, OCP initiates a budget call process to solicit input from central office staff and building personnel for projects to be included in the capital budget.
Over the past ten years, our work has resulted in the following:

• construction of 15 new school buildings
• 14 building additions
• 30 major renovation projects
• 347 building system replacements and upgrades
• 1825 upgrades of educational spaces at all grade levels; and
• 37 athletic field upgrades and campus parks

OCP seeks talented individuals with extensive knowledge of the design and construction industry to join our team.
Job Summary
This is administrative electrical work in the Office of Capital Programs of the School District of Philadelphia. The employee in this class is responsible for reviewing plans and specifications submitted by consulting architects and engineers for renovations of large building systems, replacement of major equipment, additions and new construction.
Daily work activities are comprised of three major areas:
(1) Onsite field visits to various schools and administrative facilities to document conditions and draft project scope of work prior to the start of a capital project;
(2) Leading a project team comprised of staff from Capital Programs, school personnel, and Facilities to review design documentation submitted by contracted design consultants and provide comments at each submission, and
(3) Providing on-call support for in house design, calculations, equipment replacement, or accident investigation to the Office of Maintenance when necessary. Work additionally involves managing requests for information with the consulting design firms when a project transitions to construction.
The Project Manager works closely with the Contracts Compliance Division for estimating support on capital projects, the Office of Environmental Management Services to coordinate design and remediation work, and the Financial Services Division to review and process invoices.
Essential Functions

• Reviews electrical design, plans, specifications and other contract documents prepared by consulting architects and engineers for feasibility and adherence to School District standards; makes periodic inspections of project sites to review work in progress for conformance to plans and specifications.
• Conducts special studies and makes recommendations for changes in procedures when indicated; reviews and approves partial and final engineering estimates of work completed; coordinates the electrical engineering aspects of projects; resolves design problems and interprets contract documents; reviews and prepares change orders.
• Performs site visits and field surveys and makes reports and gives recommendations.
• Reviews inspection reports on projects in progress and upon completion; confers with engineers on changes needed for approval of projects; recommends approval where changes are warranted.
• Writes technical reports, procedural memos and technical evaluation papers; prepares drawings, sketches and specifications for electrical projects as needed; reviews and approves invoices; arranges for and assists in the preparation of cost estimates.
• Coordinates the review of design concepts by the department, appropriate city agencies and contracted engineers; meets with instructional personnel, administrators and interested citizen's groups to develop and explain design concepts.
• Prepares applications for code variances and attends hearings; provides technical assistance to the School District's legal counsel; prepares and schedules advertisements for bids.

Other Functions

• Performs related work as required.

Minimum Requirements

• Bachelor's degree from an accredited college or university with major course work in electrical engineering or design, construction management, project management professional certification.
• Five years of full-time, paid experience in the design and construction management of electrical systems and services, PA systems, IT systems, relighting, fire detection for large construction and renovations projects, and knowledge of lightning protection.
• Professional Engineer registration is required.
• Cross-trained professional is preferred.
• Experience managing large projects and application knowledge of electrical, fire, building, and energy codes are required.
• Strong verbal and written communications skills.
• All work experience related to the position must be included on the resume.

Knowledge, Skills and Abilities

• Considerable knowledge of the theory, principles, and practices of electrical engineering as applied to the evaluation of plans, calculation, specifications, estimates and designs for a variety of engineering projects.
• Considerable knowledge of modern electrical engineering equipment, materials, and methods.
• Knowledge of the methods and techniques used in the inspection of work under construction for compliance with specifications.
• Knowledge of educational facilities preferred.
• Knowledge of two-phase systems is preferred.
• Ability to develop technical standards for major electrical systems.
• Ability to write and modify design specifications.
• Ability to resolve electrical engineering design and interpretation problems involving modification and adaptation of standard engineering methods and techniques.
• Ability to inspect work under construction for compliance with specifications.
• Ability to create cost estimates of electrical systems in construction and alterations.
• Ability to prepare technical memorandums, bid packets, project scope reports, change notices and other correspondence.
• Ability to establish and maintain effective working relationships with associates, contractors, administrative officials and others.
• Ability to work both independently and within a team environment.
• Ability to work, plan, schedule and coordinate with school based staff, maintenance personnel, and other team members of capital programs to ensure minimum interruption to the educational process and the daily overall operations of the school.
• Ability to control budget, scope of work, and schedule for design activities.
• Experience in the use of AutoCAD 2015 or higher preferred
• Proficiency in the use of Microsoft Office applications, Adobe PDF, and Microsoft Project
