Job Summary
This is management and administrative work in the Contracts Division of the School District's Office of Capital Programs. Prepares, reviews, and processes construction contract documents and professional service agreements. Daily work activities are comprised of assisting the Contracts Manager with construction costs and estimates, construction bid openings, and preparing and reviewing capital and general fund contract estimates.
Essential Functions
  • Prepares bid tabulation documents, holds Public Bid Openings in accordance with Public School Laws, and supervises technical and clerical personnel who are engaged in preparation of cost estimates, contract drafts, and contract change orders.
  • Prepares, reviews, and processes contractor and architect/engineer prequalification proposals and professional services requests for proposals.
  • Reviews and evaluates construction bids and prepares capital and general fund contract data.
  • Coordinates with the Office of Procurement for the review of minority and women-owned business participation.
  • Participates in the preparation, review, and processing of all construction related contracts, contract award resolutions, and professional services agreements.
  • Prepares contract deviation and change order negotiations reports.
  • Updates and prepares status reports for construction contracts, change orders, professional service agreements and board resolutions utilizing various computer data management systems; provides extensive information, both orally and in writing, regarding the progress of current projects and proposals.
Minimum Requirements
  • Associate's degree from an accredited college or university with major coursework in construction management.
  • Two years of full time, paid, professional construction management experience, which has included the management of cost control operations, the utilization of construction fast tracking and related construction management methods, the application of the tenets of contract law in the preparation of contract documents, and the utilization of computers and computer applications in the completion of work tasks.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the principles and methods of managing and developing construction contracts and contract modifications.
  • computerized construction management tools and the principles and methods used in the management of cost control operations and construction scheduling.
  • construction fast tracking and related construction management methods.
  • contract law.
  • public works bidding procedures and requirements.
  • federal prevailing wage rate legislation.
  • supervisory methods and techniques.
  • software applications including Excel, Microsoft Word, and Microsoft Project.

Skill in:
  • developing technical criteria and preparing, comprehensive reports, contract drafts, and draft proposals.
  • reading and understanding construction specifications and drawings
  • preparing and evaluating construction cost estimates
Ability to:
  • effectively supervise technical and support staff.
  • communicate effectively, both verbally and in writing.
  • establish and maintain effective working relationships.
