The STEP Project is a pilot partnership between the School District of Philadelphia, the City of Philadelphia, and Community Behavioral Health (CBH). The goal is to continue to improve the continuum of behavioral health services ranging from prevention and at-risk services to intensive treatment options for all Philadelphia public schools to best serve all students. Grounded in a population health and positive school climate approach, this strategy aims to ensure wellness for all youth and families by identifying drivers of behavioral issues early and connecting children and families to appropriate resources to result in reduced missed instructional time and prevent children going into crisis. The Clinical Coordinator is part of a behavior/climate support team. The Clinical Coordinator works to identify the needs of youth and families, helps navigate involvement in social support systems, provides referrals for behavioral health evaluation and treatment opportunities, is responsible for functions related to Medicaid compliance. The Clinical Coordinator is an integral member of the STEP team with supervisory capacity over the other members of the STEP team. The Clinical Coordinator is employed by Intermediate Unit (IU) 26.
Job Summary
Works in a supervisory capacity as part of the STEP behavior/climate team to ensure quality clinical services for all students in compliance with Medicaid regulations. Works within the school's Mutli-Tiered System of Support framework to address the social and emotional social service needs of students and families by addressing unmet physical, living situation, and behavioral health needs to help stabilize the child and family. Provides clinical as well as support services to students, families and school personnel to promote and support students' emotional wellness to bolster academic and social success. Serves as the link between the home, school and community. Acts as integral member of Tier 1 and Tier 2/3 and supervises the other members of the STEP team. Provides behavior, social, emotional and academic intervention planning and referral services and access to resources to support students and families. Follow all State Medicaid guidelines for quality of service and documentation purposes.
Essential Functions
As directed by the Office of Student Support Services and the Principal:
  • Ensures Medicaid/CBH compliant activities including but not limited to: clinical supervision of master's level staff on the STEP team, progress note documentation, clinical chart documentation and reviews.
  • Interviews and advises students and their families and through collaboration with the school- based team; makes an initial assessment of specific social and emotional needs;
  • develops a plan of action and implements it to successful completion.
  • Compiles documentation and provides updates and necessary items to CBH for purposes of Medicaid compliance and research and evaluation.
  • Supervises the members of the STEP team to ensure compliance with Medicaid and with CBH expectations
  • Supports with short-term individual and group therapy to identified students.
  • In response to student needs, provides consultation and coaching to staff around student needs.
  • Prepares reports and correspondence, documentation and maintenance of case files of students in compliance with Community Behavioral Health (CBH) and state Medicaid standards to support billing of clinical services.
  • Serves as a visible resource to at-risk students throughout the day.
  • Assists and supports with individual and school-wide crisis responses.
  • Assists with and supports social and emotional planning for students.
  • Works cooperatively with the School Counselor and assists with obtaining necessary supports for students.
  • Provides resources to families to support their children.
  • Develops and provides professional development to school based staff.
Additional Functions
  • May make home visits to encourage parents to provide support for students.
Minimum Requirements
  • Master's degree program from an accredited college or university in social work, social services, social work administration, counseling or a related field.
  • Four years of full-time, paid, professional experience providing clinical or social services to children and their families in an urban environment, three of which have been in a supervisory capacity and has included responsibility for performing Medicaid billable services.

  • establish and maintain effective working relationships with children, associates, teachers, parents, community groups and social services agencies.
  • analyze and interpret case records and recommend logical, sound courses of action.
  • maintain records, and prepare reports and related correspondence.
  • present ideas effectively, both orally and in writing.

Additional Job Information: This is a non-represented position. The salary grade for this role is 4026.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
