Department Description:

Under the direction of the Project Management Supervisor, coordinates and manages capital projects activities, including managing vendors, planning, design, bidding, construction, project closeout, change orders, and final inspection on assigned projects for new construction, renovations and/or capital improvements to existing facilities. The incumbent shall manage the Architects/Engineers (A/E) as well as the Contractors working on the assigned projects. The incumbent shall work with the supervisors of the Departments of Maintenance and Plant Operations, Transportation, Food and Nutrition Services, Regional Offices, Purchasing and Supply Services, Safety Office, Environmental Office, and Information Technology, as well as Instructional departments to ensure that all requirements from these departments are met. The incumbent shall have familiarity with State and County requirements and regulations as well as jurisdictional requirements relevant to capital projects. This work is subject to review by the Project Management Supervisor and Project Manager III to meet the goals and objectives of the Department with quality of production as a top consideration.

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Directs, coordinates and manages the activities of Consultant Planners, Designers, Inspectors, and Contractors assigned to the projects;
  • Project assignments include, but are not limited to the following: several projects that are less than $2,000,000, a few projects in the range of $2,000,000 to $35,000,000, and one or two that could exceed $35,000,000;
  • Confers with personnel from the various departments within the School System to meet current objectives and requirements;
  • Understands the current educational and construction related objectives and requirements set forth by the Maryland State Department of Education (MSDE) and the Public School Construction Program (PSCP);
  • Reviews technical proposals, coordinates legal issues with PGCPS representatives (claims, nonpayment issues), Change Orders, Proposed Change Orders, Allowance Deductions, and A/E and Contractor payments;
  • Attends construction progress meetings and maintains logs and project records;
  • Prepares required periodic reports pertaining to the status of projects and responses to requests for information;
  • May be designated to attend PTA or community meetings to provide updates on the assigned projects;
  • Reviews, inspects, and oversees all project activities to evaluate efficiency and workmanship;
  • May be designated to oversee the daily operations of the Construction Department in the absence of the Planning, Design and Construction Manager;
  • May provide technical assistance and guidance to personnel designated as Project Manager I;
  • Manages A/E's and Consultants to ensure compliance with contract requirements, applicable construction codes, and PGCPS and PSCP administrative requirements;
  • Coordinates and reviews the project schedule and critical path documents with consultants and vendors; and
  • Requires travel to consultant's offices and frequent trips to construction sites.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skills, and/or abilities required.

    Thorough knowledge of:
    1. Prince George's County Codes and Regulations, as well as County submission, and review requirements;
    2. Board of Education for Prince George's County rules and regulations;
    3. State IAC/PSCP and Department of General Services guidelines related to Schematic, Design and Construction Document Submissions, including new buildings, renovations, and systemic renovations;
    4. Construction related contracts, including but not limited to Construction Managers (CM's), General Contractors, A/E's and all related consultants;
    5. Principles and practices of construction; and AIA Contract Documents.
  • Demonstrated ability to lead a team;
  • Ability to oversee multi-million dollar construction projects;
  • Ability to work efficiently and effectively with other government agencies;
  • Ability to initiate correspondence and prepare professional reports;
  • Ability to plan, implement and evaluate;
  • Ability to develop effective work standards and schedules;
  • Strong experience with human relations;
  • Strong written, verbal and computer communications; and
  • Effective problem identification, problem-solving and decision-making abilities.

  • EDUCATION REQUIREMENTS:

    Graduation from an accredited college or university with a Bachelor's degree in Architecture, Civil, Mechanical, Electrical, Structural Engineering, Construction or related field preferred. In addition to the educational requirement the individual needs to have at least five years of experience in project management or any equivalent combination of at least seven years plus experience and training which provides the required knowledge, skills, and abilities.​

    CERTIFICATION REQUIREMENTS:

    Must have a valid Motor Vehicle Operator's License. Professional Engineers and Registered Architects are encouraged to apply as are individuals with PMP, CAPM or CPM certifications.

    SUPERVISORY RESPONSIBILITIES:

    May provide technical assistance and guidance to personnel designated as the Project Manager I.

    Requires the ability to negotiate and move around on an active construction site. While performing the duties of this job, the employee is frequently required to stand, talk, hear, walk, sit, and use fingers, tools or controls. The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision such as to read handwritten or typed material, the ability to adjust focus, and depth perception. While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
