The purpose of the application process is to identify and select highly qualified and effective Instructional Leadership Specialists ((content license is required in the area of: English) for 2017-2018 and 2018-2019 school years to facilitate and execute the Springfield Public Schools Strategic Priorities with fidelity and integrity.

PHASE 1. INITIAL APPLICATION PROCESS

Your application should include the following:

• Letter of Interest describing your expertise in impacting teacher practice, understanding and use of student data, leadership skills, implementation of the student learning goals and instructional planning process in your school/district.

• Evidence that you hold a valid professional teaching license.

• Complete history of professional work experience as evidenced in your resume.

• Name and contact information of three (3) professional references.

After the initial review of applications, selected candidates will be notified if they are approved to proceed to the next level of the application process to provide evidence and demonstrate how they meet the qualifications for the position.

DUTIES:

1. The Instructional Leadership Specialist collaborates with school leaders to facilitate and execute the Springfield Improvement Framework with fidelity and integrity.

2. The Instructional Leadership Specialist has a primary role to coach adults through:

a. Planning, implementing and supporting rigorous standards based CORE instruction in every classroom, every day for every student (including ELL and special education).

• Spends 20% of work schedule instructing students.

• Spends 50% of the work day in classrooms actively engaged modeling, coaching, co-teaching and demonstrating standards based practices.

• Spends 30% of time spent on data review, leading team meetings, presenting professional development, etc.

• Designs classroom as demonstration site for teachers.

• Support and facilitate the planning and implementing of rigorous standards-based lessons in response to student data.

• Demonstrates an ability to access, analyze and act on school, classroom and individual student data in support of quality tiered standards-based instruction.

• Facilitate content/grade level data meetings.

b. Initiating the design and execution of a school based targeted PD plan aligned with the Springfield Improvement Framework.

• Attend and actively participate in all applicable Professional Development and school based Instructional Leadership Team meetings.

• Actively engages school community to understand what the Springfield Improvement Framework is and what it looks like in every classroom and meeting every day in the school.

• Uses the concept of the data cycle to assist in backwards planning of targeted PD.

c. Creating a goal focused adaptive, cohesive school culture.

• Develops partnerships with building administration, parents and community to support the improvement efforts of the school.

• Understands and utilizes data to facilitate, monitor and adjust PD based on teachers' needs.

• Coaches and manages teams to create, monitor and achieve district goals.

• Models high expectations for adults and children through words and actions.

• Models skills in giving and receiving feedback that enhances the school culture and promotes learning for all.

PHASE II. CANDIDATE SELECTION PROCESS:

CANDIDATES SELECTED TO CONTINUE THE PROCESS AFTER THE INITIAL APPLICATION ARE EXPECTED TO SUBMIT EVIDENCE OF THE FOLLOWING IN A POCKET FILE FOLDER FOR REVIEW:

Part I - Initial Document Submission

All candidates must submit evidence of the following in a pocket file folder for review:

On the left side of the folder, candidates must submit the following as evidence of
qualifications:

• Letter of intent

• Current resume

• Copy of professional license

• Copy of the most current evaluation signed by the principal to include how effectively you met your professional responsibilities

• Evidence of 97% attendance rate in a historical context from 2015-2016 and 2016-2017

On the right side of the folder, candidates must submit evidence of their expertise in exemplary practice, understanding and use of student data, leadership, and the implementation of the student learning goals with supporting documentation (artifacts) utilizing instructions in Appendix A-F:

• Appendix A: Summary of Student Outcome Data

• Appendix B: Impact on Student Learning

• Appendix C: Standards-Based Unit

• Appendix D: Impact on Leading the Learning

• Appendix E: Supporting Documentation

• Appendix F: Validation on Student and Teacher Outcome Data

Part II - Panel Review

If the document review is successful, candidates will proceed to Part Two of the selection process: a Panel Review. Candidates will be expected to articulate their expertise in exemplary practice, understanding and use of multiple sources of data, leadership, and implementation of the student learning goals. This will be done through the presentation of the documentation submitted on your impact on student learning and leading the learning (Appendix A-F). Candidates will have 20 minutes to present and 10 minutes for follow-up questions. The Panel will consist of a team of three to five School and Central Office administrators. Upon conclusion, the panel review will designate the candidate to the pool of highly qualified Instructional Leadership Specialists.

Part III- Pool of Highly Qualified ILS and Principal Interviews

Candidates that successfully complete the document submission and panel review will be designated as Highly Qualified Instructional Leadership Specialists candidates. Principals will interview Highly Qualified Instructional Leadership Specialists candidates, and in collaboration with the Chief Schools Officer, select Instructional Leadership Specialists for placement.

QUALIFICATIONS:

1.Has completed a minimum of 5 years of experience working directly with students, with the majority of teaching experience in the content area to which you are applying.

2.Has a 97% attendance rate in a historical context from year 2015-2016 and 2016-2017.

3.Highly recommended by his/her current principal.

4.Possesses a Master's degree from an accredited college or university or will possess a Master's degree within 1 year (9-12 credits of completion in an approved program-1 year provisional appointment contingent on completion of the degree within the year).

5.Possesses a professional license in the area of teaching position from the Massachusetts Department of Elementary and Secondary Education (a specific content license is preferred in the area of: English).

6.Consistent proficient/exemplary overall performance rating on your evaluations over the past two years and an overall rating of exemplary on meeting professional responsibilities.

7.Provide evidence that demonstrate your expertise in exemplary practice, understanding and use of student data, leadership and the implementation of the Springfield Improvement Framework through the submission of documentation as instructed in Appendix A-F: Impact on Student Learning and Leading the Learning; Standards-based Unit Plan; Summary of Student Outcome Data; other Supporting Documentation (artifacts); and the Validation on Student Outcome Data.

8.Excellent written and verbal communication skills as demonstrated in submitted documentation and panel review.

9.Outstanding organizational and interpersonal skills.
