Department Description:

Under the direction of the General Counsel, the individual will be responsible for providing advice of counsel and legal representation on matters relating to , contract review and procurement, construction and modernization matters, Minority Business Enterprise rules and regulations, responses to Maryland Public Information Act requests and subpoenas, assisting in drafting and reviewing of Board policy and school system administrative procedure, interpretation of Federal and State procurement-related laws and legislation, and providing legal services in the area of transactions. Responsibilities may also include providing legal opinions and advice of counsel to the Chief Executive Officer and executive level staff on federal and state issues impacting public education.

Salary: $74,626 - $145,524

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Providing advice of counsel and legal representation on contractual issues;
  • Providing legal representation on procurement related matters;
  • Responding to subpoenas and other legal inquiries;
  • Providing advice of counsel and legal representation on mediation and settlement proceedings;
  • Drafting and reviewing contracts, including school construction and modernization contracts, architect agreements, construction management agreements
  • Assisting with drafting, review and implementation of procurement regulations and procedures;
  • Responding to daily calls from schools and Area Offices on custody issues, subpoenas, and requests for student and employee records and other matters;
  • Responding to requests for information in accordance with the Maryland Public Information Act;
  • Drafting and review of Board policies and administrative procedures;
  • Providing advice of counsel to the Chief Executive Officer and executive level staff on federal and state issues impacting public education;
  • Overseeing litigation handled by external counsel;
  • Effectively managing of high volume caseload; and
  • Perform other duties as assigned.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Legal experience with a school board and public or private school system, or other public/private organization requiring responsibility in a majority of the content areas listed under Major Duties;
  • Demonstrated experience in contract law and procurement issues
  • Mediation and settlement experience;
  • Government procurement and/or contract drafting and review; and
  • Minimum of 5 years' experience.

  • EDUCATION REQUIREMENTS:

    Doctorate of Jurisprudence from an accredited Law School; Admitted to the Maryland Bar; Legal experience with a school board, or public/private organization requiring responsibility in a majority of the content areas listed under Major Duties.

    CERTIFICATION REQUIREMENTS:

    Doctorate of Jurisprudence from accredited Law School.

    SUPERVISORY RESPONSIBILITIES:

    No direct supervisory responsibilities.
