Terms of Employment:

12 months/ 240 days per year. Salary is on Administrative Management Job Group 8 on the SAISD Compensation Plan on a Non-Chapter 21 contract. Entry level annual salary is $82,548.00 with additional consideration for directly related experience.

Primary Purpose:

Provides support to all functional business units across the Operations Services Division with a primary focus on accountability, strategic initiatives, and talent management to include recruitment, training, and retention.

Minimum Qualifications:

Education/Certification:

Bachelor's Degree from an accredited four (4) year college or university in Accounting or Finance

Must have reliable transportation and have valid Texas driver's license and a good driving record. Must meet and maintain liability insurance coverage eligibility

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee

Special Knowledge/Skills:

Proficient knowledge of Enterprise Resource Planning systems

Ability to demonstrate a strategic, consultative approach to resolving Business Services related issues as it pertains to this division and others

Demonstrated ability to present a positive image for the District, maintain professional demeanor, provide effective customer service and make good decisions

Ability to safeguard sensitive and confidential information from intentional or unintentional disclosure

Ability to organize and coordinate multiple tasks and to work under time pressure to meet deadlines

Demonstrated proficiency in Microsoft Office Professional, including Excel, and other business analysis software

Ability to communicate clearly and effectively, both orally and written, at all levels including the Board

Experience:

Ten (10) years of experience in accounting and finance functions

Five (5) years supervising in Accounting/Finance related activities

Knowledgeable of generally accepted accounting principles (GAAP)

Knowledge of local, state, and federal regulations

Knowledge of processes and procedures related to school districts or other governmental entities

Major Responsibilities and Duties:

Project Manager Role

Implement strategies that promote the organization's mission and voice, and create complete business plans for the attainment of goals and objectives.

Implement strategic planning for Operations Business Services administrative functions as related to accountability of account receivables and payables, accounting/finance, budget, contract compliance, internal audit, payroll and employment related matters

Oversee the accountability of departmental initiatives in addition to reviewing and advising on policy, procedure, accounting, KPI's, budget planning and analysis, asset management, procurement, and financial reporting practices to ensure compliance with industry, state, or federal standards, appropriate internal audit controls, and all fiduciary responsibilities as deemed necessary for operational success

Work closely with administers regarding financial reporting, departmental services and associated accounting practices and procedures

Develop scope of work and requests for proposals for auditors

Coordinate work of selected auditors in the conduct of annual audits

Ensure dissemination of information and promote effective departmental communications

Evaluate service requests and determine departmental ability to provide service and time-lines for performance

Meet periodically with departmental and school administrators to ensure satisfaction with services, assess service needs and coordinate activities

Plan, organize, and supervise the work of assigned staff

Select, make assignments, and train personnel; develop standards of performance for each position supervised; advise subordinates of performance standards; observe and document performance; prepare periodic and special evaluations of performance; prepare supporting documentation; and recommend employee recognition and discipline

Develop work procedures and practices of the department and modify work assignments of staff in accordance with the needs of the department

Interpret, enforce and apply policies and regulatory requirements controlling the work of the department

Maintain department records

Perform all other tasks and duties as assigned

Produce field reports as necessary for the accomplishment of job requirements.

Supervisory Responsibilities:

Directly supervise assigned staff for Operations Business Services team.

Equipment:

Computer, computer software programs and peripherals, teacher resource materials and equipment, copier, fax, and other

equipment applicable to position.

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel objects, tools, or controls; and talk or hear. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must routinely lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, and color vision. Frequent district-wide and occasional statewide travel.

Environmental Factors:

The work performed is typically in an office setting where the noise level and temperature in the work environment is moderate.
