The Chicago Public Schools (CPS) has set ambitious goals to ensure that every childin every school and every neighborhoodhas access to a world-class learning experience from birth, ensuring our students will graduate from high school college- and career-ready. The Program Manager of HS Credit Recovery and Virtual Learning has a critical role in defining the portfolio offerings for credit recovery across the district to make sure that students have access to the right courses at the high schools so they can meet requirements for post secondary success.

Critical Responsibilities:

  • Collaborate with school leaders, network teams, and internal partners to define the portfolio offerings for credit recovery across the district, ensuring the program offers the right courses at the right schools to meet the needs of our students.

  • Define comprehensive strategy for achieving all outcome targets and key performance indicators for district-wide virtual learning programs and offerings. These include ensuring programs reach the appropriate students, meet implementation targets (such as enrollment, attendance, and successful completion), and are high-quality programs that meaningfully impact student learning and overall academic performance.

  • Provide training to school counselors, virtual mentors, teachers, and credit recovery coordinators on how the programs operate, what their role is, and what the student expectations are.

  • Provide reporting and accountability to management and network teams on the health of the programs and the success of the students and schools participating.

  • Strategically allocate resources as well as determine type and placement of program offerings based on an analysis of students needs aligned with academic benchmarks and outcomes aggregated at network, collaborative and district levels.

  • Assess needs of each school and work closely with each Network and school leadership to develop individualized strategies to achieve virtual learning and credit recovery objectives in their schools.

  • Create tools and processes for effective implementation of virtual learning and credit recovery programming within all CPS high schools; establish key performance indicators for effective implementation and track all data related to these indicators.

  • Use current district data and current performance on key effectiveness and implementation metrics to perform analyses to inform strategy development.

  • Communicate strategy and performance indicators to high-level stakeholders.

  • Develop formative insights and conclusions about strategies and implementation approaches based on analysis of data; use these for continuous improvement of strategy development and execution.



In order to be successful and achieve the above responsibilities, the Program Manager of HS Credit Recovery & Virtual Learning must possess the following qualifications:

  • Demonstrates systems-thinking and continuous improvement strategies consistently throughout career.

  • Program management and strategic planning capabilities, including the ability to establish long-term vision and goals, and the ability to align and manage activities toward execution of identified goals.

  • Exceptional written, verbal, organizational, and technology skills.

  • Possess a track record of success as demonstrated by superior academic and professional achievement.

  • Have a proven track record leading large-scale programs and projects.

  • Demonstrates a high sense of urgency in accomplishing goals and objectives to ensure success.

  • Knowledge of CPS Departments, and district strategies, initiatives and challenges.

  • Strong listening and facilitation skills, managing relationships, and follow through.

  • Self-starter who can anticipate problems and develop preemptive solutions.

  • Ability to be flexible and to adapt to a continually shifting environment.

  • Passionate about making a material impact in the lives of students.



Experience and Education Required :

  • Graduation from an accredited college or university with a Master's Degree in Education, Technology, or Business, Public Administration.

  • 3 + or more years of experience with educational technology or digital media.

  • Experience in planning and monitoring project portfolios with large financial, procurement and budgetary implications.

  • 10 or more years of instructional experience in K-12 Education (large urban setting preferred).

  • Seven or more years of leadership/administrative experience in K-12 Education.

  • 10 or more years of experience with educational technology or digital media.

  • Experience in planning and monitoring project portfolios with large financial, procurement and budgetary implications. Certification in Project Management strongly preferred.

  • Evidenced success in leading culturally and educationally-diverse teams.



Knowledge, Skills, and Abilities:

  • Knowledge of leadership and technology organization and management theory and practice.

  • Knowledge of teaching and learning processes, practices and research.

  • Knowledge of professional learning practices and standards.

  • Knowledge of and commitment to decentralized decision-making and accountability for results.

  • Ability to lead and effectively communicate with teams to focus resources (both human and financial) toward achievement of expected results.

  • Ability to facilitate group processes in consensus building, conflict resolution, planning and decision-making.

  • Knowledge of educational standards, including Common Core State Standards, NGSS, MTSS and WIDA ELD standards.



Additional Notes :

  • CPS employees are required to be actual residence of the City of Chicago within six months of beginning employment, and are required to maintain Chicago residency throughout employment.
