The Position

The Treasury Analyst provides analytical and administrative support to all areas of Treasury. The Treasury Department is responsible for a $6 billion debt portfolio, $1-2 billion investment portfolio as well as cash flow management.

Responsibilities

The Treasury Analyst will be responsible for a portion of the following responsibilities.

Investments

- Assist in projecting interest earnings on investments

- Assist in analysis determining investment strategy on all funds

- Assist in preparing investment committee and regular investing reporting materials

- Track and project interest rate earnings and all-in yields on the portfolio by fund

- Maintain ongoing credit review of all credits on the CPS approved list

Cash

- Daily updates to liquidity forecast and reaching out to departments to get updates on revenues receipts and expense disbursements.

- Daily management of Consolidated Banking requests not handled by the SSC (fraud, opening/closing accounts)

- Execute daily cash work.

Debt

- Ensure continuing disclosure of the District's financial information is provided to all required regulatory bodies, information depositories in accordance with the District's continuing disclosure agreements.

- Monitor performance on variable rate bonds

- Update Hyperion debt profile and internal debt databases

- Analysis as needed for debt financing - interest rate sensitivity scenarios on cost of variable rate debt and swaps, refunding and restructuring analyses

- All accounting functions in Treasury including journal and oracle entries and reconciliations of debt related payments (principal, interest, swap and fees).

- Ensure that all administrative functions related to debt service payments are conducted, including notices for payment of debt service, administration of the District's debt service and capital funds.

- Manage capital expense/reimbursement tracking.

- Manage close out process of bonds and capital funds. Track and report on debt service fund balances

Treasury Administration

- Administer, audit and pay all invoices of the Treasury department, including banking and debt related invoices. Track usage, auditing and projection of spending.

- Track all investment activities in investment portfolio database.

Qualifications.

Bachelor's degree or masters degree from an accredited college or university in Finance, Accounting, Public Policy or Law or related field of study.

Experience.

Minimum 1 year of experience, 3-5 years preferred. Investment/banking, finance or government experience a plus. Excel, Word and Powerpoint proficiency and expertise required.
