  License and Certification Qualifications: Certified Payroll Professional (CPP) certification issued from the American Payroll Association preferred.
Education Qualifications: Bachelor's degree in related field required.
Experience Qualifications: Five years of progressively responsible experience in business administration, payroll, or a related field required. Previous supervisory and PeopleSoft HRMS support experience preferred.
Skills Qualifications: Ability to analyze processes and systems with proficient technical and payroll knowledge; ability to assist in database design, development, and management; ability to resolve database related problems with minimal supervision utilizing various technologies; ability to communicate effectively and to work well with others; ability to analyze existing processes and identify areas for improvement; ability to teach technology system usage to other personnel; strong organizational skills; accuracy with figures and records; ability to effectively write reports; and applicable knowledge of the Microsoft Office Suite and PeopleSoft applications.
Primary Responsibilities: Coordinate the functions associated with payroll systems, PeopleSoft Human Resources Management System (HRMS), state and federal regulatory reporting, Application Interface Services (AIS) system updates, and year-end processes for the Payroll Services Department.
1. Oversee the daily operations of payroll systems.
a. Provide functional support to power users and end users.
b. Monitor the AIS payroll functions and programs that effect the confirmation of all payrolls.
c. Streamline and improve current payroll processes to provide efficiency for staff and employees.
d. Evaluate and determine business requirements that overlap from the Human Resources and Talent Management and Information Management and Technology Divisions.
e. Manage quality control procedures for data integrity of the AIS payroll function.
2. Manage and monitor PeopleSoft HRMS systems.
a. Maintain all PeopleSoft payroll tables including benefit, earnings, deduction, general deduction, location, pay group, special accumulator, salary rate, retirement, savings, and vendor tables.
b. Provide testing for upgrades, additional modules, and enhancements to the current AIS system.
c. Participate in PeopleSoft training to acquire continued knowledge of PeopleSoft applications and related enhancements.
3. Responsible for state and federal regulatory reporting requirements.
a. Manage the processing of all federal and state tax deposits on a timely basis.
b. Manage the processing of monthly, quarterly, and annual balancing to ensure accuracy of payrolls and tax reporting requirements including year-end W-2/1099 reporting.
c. Oversee the filing of all federal and state quarterly reports including 941, multiple worksite, labor statistics, and annual reports.
d. Process W-2s, 1095Cs, and 1099-Rs at year end and file with appropriate federal and state regulatory agencies.
e. Attend year-end classes and seminars to ensure the district remains in compliance with federal and state legislation and requirements.
4. Coordinate with the Information Management and Technology Division regarding the PeopleSoft tax updates and bundles that ensure the AIS system remains compliant with business standards and governing rules.
5. Serve as the liaison with the Human Resources and Information Management and Technology Divisions in working with PeopleSoft processes which impact all parties.
6. Complete monthly payroll statistics reporting and payroll command totals necessary for reporting provided to the CEO/Superintendent.
7. Coordinate with the Assistant Director of Payroll regarding training for the payroll staff on new implementations, functions, and/or business process changes.
8. Manage the processing of off cycle payrolls.
a. Process deceased employee Medicare adjustments.
b. Process year-end adjustments for annual close-out purposes.
9. Work with the Information Management and Technology Division and vendors to process benefit deduction uploads periodically as well as during the annual Open Enrollment period.
10. Act as the back up to the Assistant Director of Payroll as needed.
a. Coordinate and maintain preparation of monthly, semi-monthly, miscellaneous, substitute, disability, and Gwinnett Retirement System (GRS) payrolls.
b. Transmit direct deposit files via the internet and communicate transfer of funds to the Financial Operations Department.
c. Manage the application of overpayments, voids, Electronic Funds Transfer reversals, and online (hand-drawn and reprint) checks for PeopleSoft payrolls as well as GRS payroll.
11. Perform other duties as assigned.
Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus. The employee is required to operate a motor vehicle in performance of duties. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
