Main Purpose of Job

The Coordinator of Digital Learning provides leadership, content area expertise, professional learning, technical assistance, and oversight to two programs: Digital Learning and the Maryland Virtual Student Learning Opportunities Program (MVSLO). The position will support all statewide digital learning initiatives from prekindergarten through 12th grade aligned to Maryland's college and career readiness standards. By providing evidence-based knowledge, professional learning, and collaboration, the Coordinator of Digital Learning will play a pivotal role in building the capacity of local education agencies (LEAs) and early childhood education providers to integrate instructional technology as a catalyst for accelerating student achievement and educational excellence. The position will support the Maryland State Department of Education's efforts in implementing its multiyear strategic plan and the Blueprint for Maryland's Future.

The Coordinator of Digital Learning will support the development and deployment of best-in-class year-round professional learning opportunities for LEAs and early childhood education providers to implement comprehensive and equitable policies, programs, and practices to effectively differentiate instruction and meet students' needs. This position will focus on supporting the implementation of high-leverage initiatives that build educator capacity to leverage technology, digital resources and tools, and virtual courses to support student achievement and prepare students to be college and career ready, especially those who have been historically underserved.

The Coordinator of Digital Learning is also responsible for supporting, collaborating with, and guiding key stakeholders in the effective integration of digital resources and the implementation of high-quality online courses and programs. This position will collaborate with diverse communities and organizations to analyze programs and strategies that promotes student success through Maryland's college and career readiness pathways.

POSITION DUTIES

Implements and monitors best in class initiatives related to the effective integration of digital resources in prekindergarten through 12th grade teaching and learning.

  • Provides consultation and support to LEAs and early childhood education providers in the effective selection and integration of digital resources and technologies into prekindergarten through 12th grade teaching and learning.
  • Collaborates with workgroups, as requested, to design and implement high-quality online learning modules, courses, resources, and manipulatives aligned to MSDE's multiyear strategic plan and the Blueprint for Maryland's Future.
  • Collaborates with LEA and early childhood education provider instructional technology liaisons and MSDE colleagues on the effective integration of digital resources to support and accelerate student learning, especially with historically underserved student groups.
  • Collaborates with the Division of Assessment, Accountability, and Performance Reporting to design and implement assessment strategies that align with digital learning initiatives.
  • Provides year-round, high-quality technical assistance and professional learning for the Maryland Virtual Student Learning Opportunities Program (MVSLO), to LEAs and early childhood education providers to build capacity for delivering highly effective lessons with developmentally appropriate digital resources and technologies to accelerate student learning.
  • Oversees the vendor/provider evaluation to ensure online courses meet appropriate content and accessibility standards and complies with all requirements.
  • Maintains and markets a current list of Maryland vendor approved student online courses for internal stakeholders and the public.
  • Manages contracts and RFQs for online courses, course reviews, facilitators, and content and technical developers to support course creation and editing and Leads the acquisition and development of high-quality online courses and content.
  • Collaborates with other stakeholders to ensure that student online courses are accessible to individuals with disabilities.
  • Collects MVSLO and virtual school data and responds to requests for information related to student online learning from parents, students, MSDE staff and other stakeholders.
  • Supports MSDE divisions and offices with the implementation of MSDE's multiyear strategic plan and the Blueprint for Maryland's Future.


MINIMUM QUALIFICATIONS

EDUCATION: A Master's degree or the equivalent of 36 credit hours of post-baccalaureate coursework in education, digital learning, technology or related areas from an accredited college or university.

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with, digital learning or related education programs in prekindergarten through grade 12 settings.

Notes:

  1. Candidates may substitute a bachelor's degree with 7 years of the specified content experience to satisfy the minimum qualifications noted above.
  2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.


SELECTIVE QUALIFICATIONS

One year of teaching experience in a digital learning program.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of prekindergarten through grade 12 digital learning programs and curriculum.
  • Knowledge of digital learning for K-8 programs and/or grade 9-12 programs.
  • Knowledge of standards, trends, regulations, policies, and effective instruction and assessment in digital learning
  • Knowledge of Maryland College and Career Readiness Pathway Standards and/or State and national standards, trends, regulations, policies, and issues affecting digital learning.
  • Skill in implementing, monitoring, evaluating, and providing high-quality and service-level-based support and technical assistance for education programs.
  • Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
  • Skill in developing and delivering research-based and best-in-class professional development programs.
  • Ability to organize and manage multiple tasks and deadlines.
  • Ability to interpret and apply learning standards, policies, and regulations.
  • Ability to work as a team member and establish and maintain effective working relationships.
  • Ability to communicate effectively, both orally and in writing.
