Job Summary
The Records Management Supervisor provides comprehensive management of Anchorage School District records and information. The supervisor manages ASD's central records staff and provides leadership for other records staff across the organization. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A bachelor's degree in library or information sciences, business or public administration, certified records management, or a related field. Equivalent education, experience, and training may be considered in lieu of the degree requirement.
  2. Prior supervisory experience.

The following are preferred:
  1. A minimum of five years of professional experience in information and/or records management including management of electronic records and recordkeeping systems.
  2. Knowledge of Alaska state laws and procedures related to records management, inventory, and retention.
  3. Knowledge of state and federal education laws related to records management.
  4. Considerable knowledge of current RIM concepts, theories, trends and practices, research techniques, contract management, and project management techniques and practices.
  5. Professional experience in a government records or archives program or other enterprise-wide records management program preferred.
  6. Excellent written, verbal, customer service, and interpersonal skills.
  7. Ability to analyze complex information and prepare clear reports, policies, and procedures.
  8. Knowledge of electronic recordkeeping systems, electronic capture/indexing systems, micrographic processing, and duplicating equipment.
  9. Ability to establish effective working relationships with employees, elected officials, citizens, vendors, and representatives of other agencies.

Essential Job Functions
  1. Manages the records team in the Information Technology Department, establishing team goals and implementing the records management strategic plan.
  2. Oversees the ongoing development and operation of the records and information management program in compliance with federal and state laws and best practices. Includes developing and implementing records standards, policies, and procedures.
  3. Establishes and maintains records standards, policies, and procedures.
  4. Ensures a uniform districtwide approach to both paper and electronic records retention.
  5. Consults with departments on technical records solutions.
  6. Establishes the business/information classification scheme for the enterprise document management system.
  7. Proposes changes as needed to reflect changing business conditions, technology, and compliance requirements.
  8. Develops and administers the Anchorage School District's records retention and disposition schedules. Preserves and protects ASD's historical records and information.
  9. Manages the daily operations of the Public Records Center, ASD's centralized location for managing records requests received from public and staff.
  10. Assists requests for proposal and contracts with vendors providing services such as secured destruction, imaging, duplication, and offsite records storage.
  11. Provides ongoing consulting services to departments on records and information management.
  12. Trains all levels of ASD staff on records policies, processes and procedures, and audits departments' compliance.
  13. Acts as a point of contact and expertise for all records custodians in the district's decentralized record model.
  14. Serves on additional district-wide committees addressing records issues.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
