The Role
The Director of Purchasing and Asset Management (hereinafter Director) will report to the Executive Director of Finance and oversee district purchasing activities and district asset management.
The Director will be responsible for a district purchasing and asset management function that:
1- Provides effective, timely purchasing support to PPSD schools and departments;
2- Strategically approaches district purchasing to reduce costs and increase the quality of procured goods and services; and
3- Complies with relevant statutes and regulations.
4- Oversees asset management for the district

The Director of Purchasing will report to the Executive Director of Finance

Technical Qualifications
  • Ideal candidates will ideally have a minimum of 5 years of supervisory experience in procurement.
  • Deep knowledge of procurement regulations
Education requirements:
  • Bachelor's Degree in Business or be CPM certified
DESCRIPTION OF DUTIES, RESPONSIBILITIES AND CURRICULAR LINKAGES
The Director will be held accountable for the following responsibilities:
  • Develop PPSD purchasing strategy focused on good/service quality and cost savings
    • Create annual purchasing plans to ensure that PPSD effectively leverages its purchasing power and procures goods/services on the timeline that schools/departments need
    • Leverages cost and time-saving strategies (e.g., using state purchasing contracts) to improve PPSD purchasing
    • Identifies potential areas to consolidate purchasing requests to reduce prices and minimize redundancies
    • Leverages strategies for increasing competition among bidders
  • Oversee and monitor PPSD purchasing processes
    • Authorizes purchase orders, contracts, bids for the purpose of ensuring vendor compliance with regulatory requirements and established guidelines
    • Clearly communicates purchasing requirements and rules to school/department leaders
    • Compiles data from a wide variety of sources (e.g. request for proposals, bids, invoices, purchase orders, etc.) for the purpose of analyzing issues, ensuring compliance with a variety of policies and procedures, and/or monitoring program components
    • Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed
    • Manage district-wide technology purchases
  • Supervise procurement team
    • Directs department operations; the maintenance of services and the implementation of new programs and/or processes (e.g. establishing assignments, overseeing purchasing functions, etc.) for the purpose of providing services within established timeframes and in compliance with related requirements.
    • Gathers feedback from department and school leaders to improve purchasing processes
    • Establishes clear performance metrics and measures team performance against those metrics
  • Supervise central office mailroom and receiving room
    • Directs day to day work of mailroom and receiving room
    • Ensure the efficient processing of deliveries and mail at the central office
  • Oversees district asset management for non-facilities items
    • Oversees asset tagging, tracking, and oversight for non-facilities items such as career and technical education (CTE) equipment
    • Develops a system for accurately tracking assets
    • Provides reports on district asset inventory as needed
MINIMUM QUALIFICATIONS STANDARDS
The Candidate
  • Successful candidates must demonstrate a deep belief in the capacity of all students to achieve at high levels and the ability to work collaboratively with a diverse set of partners and stakeholders to drive transformative change within and outside of an organization.
  • Any successful candidate must be a self-starter and be able to be creative in designing an effective procurement process that works for PPSD while complying with relevant regulations, statutes, and best practices.
  • Ideal candidates will ideally have a minimum of 5years of supervisory experience in purchasing, with a number of years of experience in working specifically on school-related projects or within a district.

  • The demonstrated ability to work collaboratively with a diverse set of partners and stakeholders to drive transformative change within and outside of an organization;
  • Ability to exercise good judgment and focus on detail as required by job.
  • Proven ability to motivate staff/contractors to produce projects on time and within budget.
  • Excellent interpersonal skills, exhibiting an ability to effectively communicate with multiple stakeholders across a complex ecosystem, including school leaders, administrators, colleagues, parents, contractors, and other Providence stakeholders.
  • Excellent presentation skills, coupled with experience presenting to senior management, board-level staff, and/or elected officials.
  • Available outside business hours, as needed, for meetings and project-specific tasks.
