Job Summary
The Director of Early Learning oversees all Anchorage School District pre-Kindergarten programs, including Early Intervention Services and all ASD community early learning programming. This position coordinates with Title I, Migrant Education, special education, and general education programs and works collaboratively with Head Start, early care, the early childhood network in Anchorage, and the state of Alaska. The director also works collaboratively with each school's principal to support classroom teachers and paraprofessionals, including supporting the school principal in implementing best practices and program expectations of early education. If requested by the site principal, this position will also provide feedback for teacher and teaching assistant evaluations. Inherent in the position are the responsibilities for supporting planning, curriculum development, assessment systems, program evaluation, extracurricular activities, personnel management, financial management, emergency procedures, and resource scheduling. This position reports to and is evaluated by the senior director of Elementary Education. This position requires a valid Alaska teaching or administrative certificate and has a retirement association with the Alaska Teachers' Retirement System (TRS).

Job Requirements
The following are required:
  1. A master's degree in educational administration or a related field, with emphasis in elementary or special education.
  2. A current Alaska teaching certificate.
  3. A current type B administrative certificate.
  4. Knowledge of early childhood program development, curriculum, instruction, staff development, research, and evaluation.
  5. Exhibits clear understanding of best practices of instruction in early childhood education.
  6. Evidence of three years successful public school experience in early childhood (pre-K to grade 3).

The following are preferred:
  1. Knowledge of federal and state laws, regulations, district policies, and division procedures governing special education and Title I.
  2. Evidence of the ability to provide effective districtwide leadership.
  3. Strong skills in listening, speaking, writing, problem-solving, and public process facilitation.
  4. Ability to interpret multiple forms of data and assist and mentor others in using data to guide instruction (i.e., formative, summative, observational, attendance, behavior, etc.)
  5. Evidence of years successful public school experience in special education.

Essential Job Functions
  1. Aligns directly with Elementary Education on pre-K enrollments, programming, and assessments and coordinates with Curriculum, Assessment, Multi-Tiered Systems of Support (MTSS) leadership team, Special Education, Title I, Child in Transition, Migrant Education, English Language Learners, Transportation, CTE, and Student Nutrition Departments, among others.
  2. Oversees grant funding by writing and managing grants, making applications to the state or other funding agencies, reporting, and coordinating with state Early Childhood personnel in the submission of all reports to DEED, to include approval to operate and end of year annual reports.
  3. Collaborates with special education directors and grant managers (Title I, Migrant Education) to ensure sound fiscal management of all budgets, including but not limited to Title I, Title I-C, and 619 Preschool grant.
  4. Manages Early Learning community programming to include Countdown to Kindergarten, Play to Learn playgroups, Kindergarten Round Up, Waterford, and community events.
  5. Ensures compliance of health and safety standards.
  6. Coordinates with community partners such as Head Start, Infant Learning Programs, Early Childhood Mental Health, and University of Alaska Anchorage Early Childhood Education Department, funding for early childhood care and learning experiences.
  7. Collaborates with Kids' Corps, Inc. Head Start Program director to ensure compliance between program requirements and continuation of partnership.
  8. Assists in the design, implementation, and management of all ASD pre-K school programs including program quality initiatives.
  9. Facilitates the implementation of research-based social skill programs in pre-K classrooms to support social emotional learning and strengthen academic outcomes.
  10. Stays current in effective instructional practices and methods.
  11. Collaborates regularly with central office leaders to support building principals.
  12. Mediates disputes between parents, teachers, principals, and students and investigates and responds to citizen complaints.
  13. Develops, reviews, and adjusts staffing assignments with the senior directors.
  14. Assists with the supervision of preschool itinerant service teams such as the Preschool Childcheck program, Preschool Assessment program, and Preschool CARE.
  15. Works collaboratively with other directors on division planning, compliance issues, and provision of services.
  16. Monitors and provides oversight of student IEPs to ensure appropriate accountability and compliance with state and federal laws and regulation.
  17. Works closely with ASD counsel on legal issues, including due process hearings.
  18. Works with senior and other directors to comply with state and federal mandates including corrective actions as a result of the state auditing process.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
