Title: Human Resources Specialist

Supervisor: Assistant Superintendent of Human Resources

General Job Description: To support the delivery of human resource services with specific responsibility for providing information to employees regarding policies, regulations, and negotiated language; addressing a variety of issues and providing general support; and assisting in ensuring that personnel functions conform to all applicable regulatory requirements.

Qualifications :
  1. HS Diploma required. A bachelor's degree from an accredited institution, preferably in human resources, business, or education preferred.
  2. At least two years of human resources experience or teacher certification experience, or, any combination of education and experience that demonstrates the ability to perform the duties and responsibilities of the position
  3. Ability to pass employment verification
Duties and Responsibilities:
  • Administer a wide variety of personnel policies and programs (e.g. processing applications, verifying transcripts, etc.) for conforming to district policies, relevant laws, contracts, and agreements.
  • Communicate with a wide variety of stakeholders (e.g. other employees, departments, administrators, applicants, the public, etc.) for providing information and assistance concerning employment, licensure, personnel records, and related employment records.
  • Coordinate activities in the employment process (e.g. applications processing, screening criteria preparation, in-process new employees, test administration, etc.) for meeting district staffing requirements while complying with established guidelines.
  • Maintain a wide variety of documents, files and records (e.g. applications, licensure, teacher rosters and files, etc.) for providing accurate information in compliance with established guidelines
  • Participate in meetings that involve a range of issues (e.g. personnel actions, regulatory requirements, actions involving outside agencies, inter-department needs, etc.) for developing recommendations and supporting other staff.
  • Process documents, files, and records for disseminating information to appropriate parties.
  • Research a wide variety of information (e.g., employee certifications, etc.) for ensuring compliance with District, state, and federal policies and regulations, securing general information for planning, and responding to requests.
  • Review and assist district employees in completion of required paperwork for licensure
  • Act as Liaison between the District and the Public Education Department
  • Review of STARS exception reports for licensure and Highly Qualified
  • Support district administrative staff in implementation of Evaluations for Instructional Staff
  • Assist in preparation of Public Education Department reports, audits or reviews
  • Assist in implementation of Frontline software
  • Participate in district professional development when appropriate
  • Assist in developing human resource policies and procedures
  • Perform other related duties as assigned for ensuring the efficient and effective functioning of the work unit.

A. WORKING POSITIONS, POSTURES AND SKILLS
  1. Sitting, standing, and walking are occasional but necessary conditions of employment as needed to perform work at work stations and moving within and among work sites.
2. Bend/squat/stoop/twisting of torso are occasional but necessary conditions of
employment as needed to perform work tasks and reach work tools.
3. Reach out and up is an occasional but necessary condition of employment as needed to
use equipment and technology.
4. Grasping, manipulating, and other motor skills are continuous but necessary conditions
of employment as needed to use equipment and technology.
5. Head, neck movement and small muscle flexibility are continuous and necessary
conditions of employment as needed to do written work and handle technology.
6. Vision and Speech are continuous and necessary conditions of employment as needed to
read and communicate information and ideas.
7. Quick reaction and response are occasional but necessary conditions of employment as
needed to respond to emergencies and multiple tasks.
8. Use of hands and fingers is frequently required to operate keyboards, mouse, telephones
and other technology.
9. Stand, sit, and reach with hands and arms frequently.
10. Lift and/or move up to 10 pounds occasionally to use manuals and equipment.
11. Read, interpret, speak, and write in an appropriate manner to frequently prepare,
understand, and give information to administration, staff and the public.
12. Ability to calculate figures and reason on a frequent basis in determining program needs
and solving problems.

B. EFFORT AND EXERTION

1. Lifting, carrying, pushing and pulling up to 25 pounds occasionally/as needed to move
light furniture and equipment.
2. Stamina and endurance continuously as needed to work a seven hour day or longer.

C. WORK AND ENVIRONMENTAL CONDITIONS

1. Must be able to work within various degrees of noise, temperature, and air quality as a
frequent and essential condition of employment.
2. Must be able to be flexible and patient to work with frequent interruptions as an essential
and frequent condition of employment.
3. Must be able to interact with the public and staff in a tactful and cooperative manner as
an essential and continuous requirement of employment.

TERMS OF EMPLOYMENT:

Salary and work year to be established by the Superintendent. Evaluated annually by the Director of Human Resources and approved by the Superintendent as based on Professional Competencies established by the NMPED and local competencies determined by the Superintendent each year.
