General Statement of Duties

Closing Date: This position closes on Tuesday, June 20, 2023.
Performs professional engineering work in the field and in the office for the Pumping Section of the Operations Division of the Department of Public Utilities; does related work as required.

Essential Duties

This position manages and supervises the Henrico County Department of Public Utilities Water and Wastewater Pumping Section. The section is comprised of 31 positions, including the direct supervision of a Utility Superintendent II. There are 25 wastewater pump stations, 9 water pump stations, 3 odor control stations, 2 elevated water tanks, and 2 pressure control stations. Henrico's wastewater collection and water distribution systems are not managed by this position.

The Water/Wastewater Pumping Engineer will work in a team environment under the direct supervision of the Operations Assistant Division Director.

Typical duties include:
  • Managing the operation and maintenance of the water and wastewater pumping stations
  • Monitoring, controlling, evaluating, and optimizing the water and wastewater pumping facilities using the SCADA system
  • Assisting in troubleshooting mechanical, electrical, and control failures
  • Managing the operation of wastewater emergency by-pass pumping
  • Reviewing water and wastewater facility plans and specifications, and providing engineering design input
  • Monitoring and optimizing the use of personnel and resources
  • Coordinating with the other sections in the Division, other divisions within the Department, and other departments within the County to actively meet goals and accomplish our mission
  • Communicating with internal and external customers concerning the section's activities
  • Preparing and reviewing the section's budget; and ensuring regulatory, safety, and environmental compliance
  • Considerable knowledge of engineering principles and practices as it relates to the assigned position and department
  • Good knowledge of legal, administrative, and technical aspects of applicable local, state and federal codes and referenced standards
  • Ability to plan, design and prepare related estimates and specifications
  • Ability to prepare and review plans
  • Sound working knowledge of methods and practices used in engineering, inspection and construction of County infrastructure projects for assigned department
  • Ability to make complex engineering calculations
  • Knowledge of environmental impacts, relevant to storm water management, and erosion control principles and practices, as applied to the construction of County infrastructure projects
  • Ability to create and review complex construction documents, designs and proposals for costs, design requirements and compatibility (compliance) with County standards, guides and applicable local, state and federal requirements
  • Ability to accurately and consistently interpret and apply complex regulations and policies
  • Ability to multitask and effectively manage competing priorities
  • Ability to research, collect and maintain data, and consider and weigh a variety of factors in making decisions or recommendations
  • Ability to lead, manage, and partner effectively
  • Ability to express ideas clearly and concisely, orally and in writing, to diverse audiences of stakeholders including, but not limited to, County Officials, County employees at all levels, engineers, developers, contractors, landowners and citizens
  • Good supervisory skills, including the ability to effectively manage workloads, projects, and to foster and maintain high morale and engagement
  • Ability to synthesize multiple types of complex data and produce easily understood reports and other materials
  • Basic accounting or other financial skills with sufficient ability to monitor and manage expenditures in accordance with County Finance policies and within an approved budget
  • Physical condition that permits activities including, but not limited to, perform assigned duties and access diverse environmental locations countywide
  • Personal accountability, including teamwork, and establishing and maintaining positive relationships with a diverse community of internal and external stakeholders, customers and colleagues
  • Critical thinking skills with the ability to problem solve
  • Good knowledge of personal computers and/or automated systems having the ability to enter, maintain, retrieve and analyze data
  • Ability to multitask and effectively manage competing priorities and make sound decisions
  • May require a flexible work schedule based on assignments
  • Ability to work on own initiative without close supervision or guidance


Minimum Qualifications

Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program and one (1) year of related professional experience in engineering; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

  • Require possession of a valid driver's license issued by the Commonwealth of Virginia
