Director, Career and Technical Education

SUMMARY Under general supervision, manages all aspects of the District's Career and Technical education related programming; including program design, development and coordination of curriculum and instructional materials, staff development, supervision of staff, community relationships, and securing internal and external resources.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Directs, coordinates, organizes, prioritizes, monitors and oversees the development and implementation of CTE programming, grades 6-12.
  • Supervises and directs Career & Technical Education team; aligns projects with district goals and objectives.
  • Manages, monitors, and evaluates goals, priorities, processes, project operations, budgets, systems, and staff in the delivery of district-wide Career & Technical Education programs; provides ongoing support, training, and coaching of CTE team and related stakeholders to ensure high quality implementation of programming.
  • Composes federal Perkins grant application and manages budgets in accordance with public sector grant program procedures, applicable Federal and state rules and regulations, and MPS policies and procedures.
  • Oversees the design and implementation of high school Career Readiness programming/work-based learning programs and curriculum development; supports the expansion of the K-12 STEM continuum of career exploration activities in MPS.
  • Manages the development of solutions for CTE and Work-Based Learning issues; monitors and evaluates educational work groups; ensures that CTE services and training programs meet funding source standards.
  • Researches and provides consultation and solutions on CTE, Work-Based Learning and STEM-related program issues.
  • Recommends selection of staff; trains staff and provides for their professional development.
  • Enhances and leverages local, state and national partnerships; builds ongoing sustainable relationships for the benefit of MPS Career & Technical Education.
  • Coordinates with other school districts, post-secondary institutions and related vendors to improve Career & Technical Education programming in MPS.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines Master's Degree in Education or related field AND three (3) years of teaching experience in effective instruction teaching a wide range of students from diverse backgrounds in an urban setting; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:
  • Applicable policies, procedures and regulations covering specific areas of assignment, specifically Perkins V: Strengthening Career & Technical Education for the 21st Century Act, Minnesota Career & Technical Education Levy.
  • Rules and regulations of the Minnesota Department of Education and other governing agencies.
  • State and Federal laws governing public sector grant funding programs; Uniform Financial Accounting and Reporting Standards (UFARS)
  • Pedagogical principles, practices and methods for improving student achievement in public education.
  • Techniques and practices for efficient and cost-effective management of resources.
  • Principles and practices of public sector administrative management, including strategic planning, budgeting, customer service and employee supervision.
  • Personal computers and principles of record keeping and records management utilizing standard software including databases, spreadsheets, and specialized MPS software.
  • Principles, practices, funding sources and administrative techniques for service delivery programs.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the supervision of employees.
  • Principles and practices of program planning and evaluation.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Methods for improving student achievement in public education.
  • Principles of record keeping, records management, and management of confidential records.

LICENSE AND CERTIFICATION REQUIREMENTS

  • Valid Minnesota State Driver's License may be required.
  • Valid Minnesota teacher license

PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a classroom and a general office environment, with moderate physical requirements; requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. Jobs in this category may require walking or standing to a significant degree, long periods of working with computers, and working with children.
